Chapter IV Management of Urban Water Supply Facilities in Hangzhou

Article 22 The urban water supply facilities mentioned in these Regulations include urban public water supply facilities and user water facilities.

Urban public water supply facilities refer to special water supply reservoirs, water diversion channels, water intakes, pumping stations, water purification facilities, water distribution networks, household water meters, public water supply stations and other facilities managed by urban public water supply enterprises.

User water facilities refer to underground pools, water tanks, water towers, water pump units, pipelines and other facilities built by users and connected with urban public water supply pipelines.

Twenty-third urban water supply administrative departments shall, jointly with the planning department, delimit the scope of safety protection of urban public water supply facilities. The following activities are prohibited within the scope of safety protection of urban public water supply facilities:

(1) Building buildings or structures;

(2) Digging ditches or digging holes for earth;

(3) Piling or jacking operations;

(four) other activities that damage or endanger the safety of water supply facilities.

Where it is necessary to lay underground pipelines within the scope of safety protection of urban public water supply facilities, it shall comply with the provisions of the relevant technical standards of the state and this Municipality, and abide by the technical provisions of pipeline engineering planning and construction.

Twenty-fourth outside the scope of safety protection of urban public water supply facilities, which may affect the safety of water supply facilities, the construction unit shall, before the start of construction, find out the distribution of underground water supply pipelines to urban public water supply enterprises; If the project construction affects the safety of water supply facilities, the construction unit and the construction unit shall, in conjunction with the urban public water supply enterprises, agree on corresponding protective measures and organize their implementation.

Twenty-fifth any unit or individual shall not modify, remove or dismantle urban public water supply facilities without authorization.

If it is really necessary to refit, relocate or dismantle urban public water supply facilities during the construction of the project, the construction unit shall solicit the opinions of urban public water supply enterprises and report them to the competent department of urban water supply administration for approval after approval.

Article 27 Division of property rights and management responsibilities of urban water supply facilities:

(a) the water supply pipelines and facilities (including water meters) from the water intake to the front of the household belong to the urban public water supply enterprises, which are responsible for their maintenance and management;

(two) the water supply pipeline and its facilities after entering the household water meter shall be responsible for the maintenance and management according to the ownership of property rights;

(three) the implementation of household metering, metering table (including water meter) property belongs to the city public water supply enterprises, and it is responsible for the maintenance and management;

(four) the property right of the facilities before and after the public water supply station belongs to the urban public water supply enterprise, which is responsible for the maintenance and management;

(five) the user's water facilities are maintained and managed by the property owner;

(six) self-built water supply facilities and deep purification pipeline water supply facilities, according to the ownership relationship is responsible for the maintenance and management.

Article 28 The design and construction of water facilities for users shall meet the following requirements:

(a) Underground pools should keep a specified sanitary distance from pollution sources, such as seepage toilets, seepage pits, garbage dumps, manure fields and sewage pipes.

(2) There is no leakage in the underground pool and water tank, and the pool cover has good sealing performance, and it is equipped with necessary manholes, ventilation holes and facilities to prevent foreign objects from entering the pool.

(three) the underground pool and water tank structure is reasonable, the water pipe layout is appropriate, and there is no dead water area.

(four) building materials, pipelines and valves meet the quality and hygiene standards stipulated by the state.

(five) the overflow of the low underground pool shall not be directly connected with the sewer.

Twenty-ninth users after the completion of water facilities, should be approved by the administrative department of urban water supply and relevant departments and urban public water supply enterprises, and to the urban public water supply enterprises for water supply procedures. The construction unit shall wash and disinfect the user's water facilities, and the water can be officially connected only after passing the inspection by the health department and the water quality monitoring department.

The cleaning unit shall notify the health department to take water samples for water quality inspection; If the inspection is unqualified, it should be cleaned and disinfected again until it is qualified.

Thirty-first users found that the water quality of water supply facilities was polluted, they should promptly report to the administrative department of urban water supply and the health department and the urban public water supply enterprises. Urban public water supply enterprises shall immediately stop water supply, and the property owner or property management department of the user's water facilities shall timely clean and disinfect the user's water facilities, and the water supply can only be resumed after passing the inspection by the water supply administrative department and the health department.

Thirty-second users of water facilities cleaning and disinfection should be carried out by professional cleaning units.

Professional cleaning units shall obtain the Health Permit issued by the administrative department of health. Professional cleaning personnel must undergo health knowledge training and obtain a medical certificate before they can engage in cleaning business.

No unit or individual may engage in cleaning business without a license.
