Changsha Municipal Water Affairs Bureau has the following institutions:

(1) Changsha Water Conservancy Economic Management Center

1. Publicize and implement People's Republic of China (PRC) Water Law, People's Republic of China (PRC) Water and Soil Conservation Law and People's Republic of China (PRC) Flood Control Law;

2, responsible for the protection of water resources, waters, water projects, soil and water conservation ecological environment, flood control and drought relief and hydrological monitoring and other related facilities;

3, responsible for the supervision and inspection of the city's water activities, maintain the normal water order, investigate and deal with water violations according to law, mediate water disputes, and assist public security and judicial organs to investigate and deal with water security and criminal cases;

4, entrusted by the water administrative law enforcement organs, handle administrative licensing and collection of administrative fees and other related matters;

(4) Changsha Quality Supervision Station

1, implement the principles and policies of the state, Ministry of Water Resources and provinces and cities on quality management of engineering construction;

2, responsible for the management of all kinds of water conservancy project quality supervision except the project directly organized and supervised by the provincial central station, and assist the provincial central station in the organization and supervision of water conservancy project quality supervision;

3, arbitration of the city's water conservancy project quality disputes, participate in the analysis and handling of major engineering quality accidents;

4. Participate in the stage acceptance and completion acceptance of the supervised project, and check and verify the quality level of the project;

(5) Changsha Flood Control Material Reserve Management Center

(6) Changsha Water Conservancy Economic Management Center

1, responsible for the drafting and implementation of local regulations on drainage and sewage treatment in our city;

2 to participate in the formulation, adjustment and revision of the city's drainage planning;

3, responsible for the implementation of the city's urban drainage permit system and the issuance of permits;

4. Monitor and permit the sewage discharged into urban drainage facilities, and supervise and permit the pipelines connecting drainage facilities;

6, responsible for the city's sewage treatment fees (including sewage treatment fees for self-provided water users) collection and management;

(seven) river embankment management station

1, responsible for the protection and management of the city's waterfront;

2, responsible for the protection of the city's flood discharge area and the approval and management of river-related wading engineering construction;

3, responsible for the examination and approval and management of river production operations, river sand mining approval and management;

4, responsible for attacking and dealing with the destruction of river dikes;

5. Working in the river department of the Provincial Cave Industry Bureau.

(eight) water and soil conservation supervision and prevention station

1, responsible for the standardized management of soil and water conservation in the city, organizing, guiding and coordinating the work of soil and water conservation in the city;

(9) Water Resources and Hydropower Survey and Design Institute

1, responsible for the planning, survey and design entrusted by the water conservancy construction or wading engineering construction in this city, and submit the design results on time with high quality and efficiency;

2. Responsible for finding relevant cross-regional and cross-industry income-generating doorways to become bigger and stronger;

3. Responsible for personnel training, updating knowledge, studying technology, overcoming technical difficulties, creating high-tech design achievements, cultivating and introducing design backbones, and enhancing development potential;

(10) Water Quality Testing Center

1, responsible for water quality testing of source water, factory water, pipe network water, secondary water supply and various advanced treatment water with tap water as water source in urban water supply industry;

2, responsible for monitoring the water quality and water environment of rivers and lakes;

3, responsible for rural drinking water safety monitoring; Responsible for the discharge inspection of sewage treatment enterprises in Changsha (including four counties);

4, responsible for entering the city drainage facilities in water quality inspection;

5, responsible for the publicity of water quality;

6. Assist in handling water quality complaints.

(eleven) drainage facilities operation service center

To undertake public service functions such as the operation and management of sewage treatment facilities invested by the government, such as flood control and drainage facilities, sewage pipe network and sewage upgrading facilities in Changsha urban area.
