Is it legal for community owners to post banners on their balconies?

According to the relevant provisions of China's advertising law, property companies should report to the local administrative department for industry and commerce.

China's advertising law stipulates that the publication of commercial advertisements should be registered by the industrial and commercial departments at or above the county level, and any unit or individual should entrust a professional advertising company to publish advertisements, and may not publish advertisements that have not passed the examination without authorization.

However, in concrete social practice, there are many things that are advertised at will, which is caused by low illegal cost. The industry and commerce department has never cared about the specific behavior of advertising activities. The so-called high management cost seems that industrial and commercial law enforcement personnel and urban management law enforcement are not in place.

Property should take measures such as discouraging illegal owners, issuing rectification notices, reporting to the industrial and commercial departments, and have no right to take coercive measures to stop illegal advertisements.
