First, under the leadership of the party, the overall prevention and control should be combined with hierarchical prevention and control to obey the overall situation; Adhere to prevention and control according to law and governance according to regulations, and promote the operation of various prevention and control work on the track of the rule of law; Adhere to scientific prevention and control, precise policy, strengthen risk assessment, and make prudent decisions according to law; Adhere to joint prevention and control, group prevention and treatment, organically combine regional prevention and control, departmental prevention and control, industry prevention and control, grassroots prevention and control, and unit prevention and control, and effectively improve the scientific, timely and effective prevention and control of epidemic situation. The people's governments of counties (autonomous counties) and the relevant departments of cities and counties (autonomous counties) should earnestly fulfill their territorial responsibilities and departmental responsibilities, establish and improve the protection network of cities, counties (autonomous counties), towns (streets) and urban and rural communities, implement the "grid management" measures, form an inter-departmental, cross-level and cross-regional prevention and control system, and carry out epidemic monitoring, investigation, early warning and prevention and control.

Township people's governments and sub-district offices shall, in accordance with the unified arrangements of cities, districts and counties (autonomous counties), carry out mass prevention and treatment, organize and guide residents' committees and villagers' committees to strengthen the management of their respective jurisdictions, and take targeted measures to effectively prevent and control the epidemic situation in their respective jurisdictions. Third, the people's governments of cities, districts and counties (autonomous counties) and their relevant departments can issue temporary emergency administrative decisions in medical and health care, epidemic prevention management, isolated observation, crossing management, transportation, community management, market management, place management, production and operation, labor security, city appearance and environment, and wildlife management. On the premise of not violating the basic principles of the Constitution, laws, administrative regulations and local regulations of this Municipality.

The people's governments of cities, districts and counties (autonomous counties) shall, under the premise of fully carrying out epidemic prevention and control work, make overall plans to strengthen reform, development and stability, and take various measures to support, serve and guarantee production and business activities to ensure the stable and orderly operation of urban and rural society. 4. Residents' committees and villagers' committees shall play an autonomous role, assist the government and its relevant departments to implement relevant prevention and control measures, carry out publicity and education on epidemic prevention and control and health tips, check personnel exchanges within their respective jurisdictions, strengthen personnel health monitoring, and timely collect, register, verify and submit relevant information.

The owners' committee and the realty service enterprise shall, as required, actively and effectively cooperate with the epidemic prevention and control work. 5. Organs, enterprises, institutions, social organizations and other organizations within the administrative area of this Municipality shall carry out the epidemic prevention and control work in their own units according to law, establish and improve the responsibility system and management system for prevention and control work, equip them with necessary protective articles and facilities, strengthen the health monitoring of their own personnel, and urge those who return to Chongqing from areas with serious epidemic situation to carry out medical observation or home observation in accordance with relevant regulations, report any abnormal situation in time as required and take corresponding prevention and control measures.

All kinds of industrial parks and development zone management agencies are responsible for the prevention and control of epidemic situation in this park (development zone). Public service units such as aviation, railway, rail transit, long-distance passenger transport, water transport and urban public transport shall take necessary measures to ensure the effective implementation of various epidemic prevention and control measures in airports, stations, docks, service areas and other places.

Encourage and support social work service agencies, voluntary service organizations, professional social workers, volunteers and other units and individuals to participate in the epidemic prevention and control work in a scientific and orderly manner. Six, individuals who live, work, live, study, travel and engage in other activities within the administrative area of this Municipality shall enhance their awareness of the rule of law, understand the knowledge of epidemic prevention, and consciously abide by the following provisions:

(1) Consciously fulfilling the legal obligations of epidemic prevention and control according to law;

(2) Obeying, cooperating and assisting the command and arrangement of epidemic prevention and control, accepting prevention and control measures such as investigation, inspection, monitoring and isolation according to law, providing relevant information truthfully, and cooperating with the implementation of relevant prevention and control measures;

(3) When symptoms such as fever, fatigue and dry cough appear, seek medical advice in time and avoid taking public transport;

(four) to strengthen self-protection, enter public places should consciously wear masks correctly, reduce outdoor activities, do not participate in party activities;

(five) pay attention to the environment and personal hygiene, and shall not eat wild animals prohibited by laws and regulations;

(VI) Those who return to Chongqing from areas with severe epidemic situation and those who are in close contact with patients in COVID-19 should carry out medical observation or home observation in accordance with relevant government regulations, actively report their health status, and cooperate with relevant service management to ensure early detection, early reporting, early diagnosis, early isolation and early treatment of the epidemic situation;

(seven) people who return to their residence in this city from outside the city shall strictly abide by the provisions on isolated observation. Seven, during the epidemic prevention and control, no unit or individual shall have the following acts:

(1) Obstructing the normal diagnosis, treatment and rescue work of medical institutions and medical personnel through medical injuries or medical troubles;

(two) abuse, assault, intimidation of prevention and control personnel;

(3) Concealing medical history, travel history in areas with severe epidemic situation, and contact history of patients or suspected patients, and evading isolated medical observation;

(four) drive up the prices of epidemic prevention supplies and people's livelihood commodities, make and sell fakes, deceive consumers, and disrupt market order and social order;

(five) fabricating and spreading false epidemic information;

(six) other prohibited acts as prescribed by laws and regulations.
