Article 3 The people's governments at or above the county level shall incorporate fishery development into the national economic and social development plan, strengthen the unified planning and comprehensive utilization of water areas, increase capital investment, improve the level of fishery science and technology, protect the ecological environment of water areas, and strengthen the supervision and management of aquatic product quality and the proliferation and protection of fishery resources.

The people's governments at or above the township level shall strengthen their leadership over the work of fishery production safety and perform their duties of supervision and administration of production safety according to law. Villagers' committees and fishery professional cooperative organizations shall assist in the management of fishery safety production.
