Can I refuse to pay the property fee if the decoration deposit is not refunded?

Legal analysis: the decoration deposit has not been refunded, and it is impossible to refuse to pay the property fee under normal circumstances. Refusing the decoration deposit and paying the property fee are two different things, which need to be dealt with separately, and the responsibility of the parties should be judged according to the agreement in the contract. You can't refuse to pay the property fee just because the decoration deposit is not refunded.

Legal basis: Article 470th of the Civil Code of People's Republic of China (PRC). The contents of the contract shall be agreed by the parties, and generally include the following clauses:
