All owners who agree to install elevators are the construction units for installing elevators in existing houses, and may also entrust owners' representatives, property service enterprises, elevator production and installation enterprises, original housing reform units, original real estate development enterprises and other units as construction units.
Application conditions
The installation of elevators in existing houses can be based on the unit (ladder number), and the implementation subject can apply as the applicant. To apply for installing elevators in residential areas or buildings, the units applying for installing elevators shall meet the following conditions:
(a) the owner who applies for installing the elevator has the right to own and use the house, and can produce proof materials (if the house ownership certificate cannot be provided, the house purchase contract, invoice or real estate registration certificate can be provided instead);
(two) the application for the installation of elevators shall meet the requirements of technical specifications and standards related to building structural safety and fire safety;
(3) The owner who applies for installing the elevator shall fully negotiate the elevator installation scheme, investment proportion, elevator maintenance management and other related issues, and the owner whose exclusive part of the unit where the elevator is installed accounts for more than two-thirds of the total construction area of the unit and accounts for more than two-thirds of the total number of households agrees and signs an agreement; If the installation of the elevator intends to occupy the exclusive part of the owner, it shall also obtain the consent of the owner of the exclusive part.

(2) Subsidy standards
1. autonomous region financial subsidy standard. The financial subsidy standard of the autonomous region is the highest subsidy for seven-story houses10.5 million yuan/set. For existing houses with elevators installed in the reserved elevator shaft position, the subsidy standard shall be halved according to the corresponding floor standard. If it is impossible to install elevators in the reserved elevator shaft position and it is necessary to install elevators outside the existing residential plane (verified by the relevant departments when issuing the project construction planning permit), subsidies will still be implemented according to the normal standards of the corresponding floors.
2 municipal financial subsidy standards. The maximum amount of municipal financial subsidies is 50,000 yuan/set, regardless of floors, and the scope of subsidies is Haicheng District, Yinhai District and tieshangang district. Hepu county financial subsidy standards can be implemented with reference to these rules.
3. The upper limit of the total subsidy for installing elevators in existing houses by governments at all levels shall not exceed 50% of the total cost of elevator installation (including the cost of building structure safety appraisal, survey, design, construction drawing review, construction, elevator procurement, installation and pipeline relocation); If the total amount of financial subsidies at all levels exceeds 50% of the total cost of elevator installation, the amount of financial subsidies at all levels shall be reduced in the same proportion.
These Detailed Rules shall be implemented as of the date of promulgation and shall be valid until February 3, 20221day.
