It is necessary to attach great importance to it, earnestly strengthen leadership, truly implement various flood control and flood fighting responsibilities, and clarify the post responsibility system of those responsible for flood control and related "three defenses" personnel.

3. Adhere to the 24-hour duty in flood season, and the personnel on duty should closely monitor the rain and water regime changes in the basin where the resident is located, and report the situation to the leading group for flood control and flood fighting of the project department in time.

4. Establish a strong publicity mechanism, strengthen the workers' awareness of flood control and flood fighting by increasing publicity, and realize the mobilization of the whole people, so that everyone can participate in flood control and flood fighting. Through the person in charge of each construction area, the flood control information, dynamics and flood control decision-making deployment of the flood control leading group will be spread to the labor teams in each construction area in a timely and rapid manner.

5. Establish emergency rescue and disaster relief guarantee mechanism, and set up emergency commandos for flood control and flood fighting, which are composed of technical leaders of the project department and laborers in various construction areas. Each commando team is equipped with 20 people, and the captain of each commando team is the person in charge of the construction area, so as to be able to come at the call and win the battle.

8. During the flood control period, do a good job in logistics such as equipment and equipment. The vehicle should be filled with oil and kept in good condition to ensure smooth communication.

9. Set up a professional rescue team, prepare emergency repair equipment and tools in advance, and ensure that the rescue team is on standby 24 hours a day.

10. Arrange the construction progress of each construction area reasonably, complete the task on schedule, and ensure the smooth progress of the whole construction.
