However, there are still many problems in the work in many places, such as attaching importance to the "face" but neglecting the "inside", the government attaches importance to the masses, the construction organization is extensive, the implementation unit is small, and it is difficult for social forces to enter, making it difficult to establish a sustainable mechanism. As a livelihood project and a development project, the transformation of the old city has not been fully brought into play. In order to promote the transformation of old urban communities, it not only meets the people's needs for a better life, benefits the people, expands domestic demand, but also promotes the transformation of urban renewal and development and construction methods.

The transformation of the old city is a major livelihood project and development project that the CPC Central Committee and the State Council attach great importance to. Since the issuance of the Guiding Opinions of the General Office of the State Council on Comprehensively Promoting the Renovation of Old Urban Residential Areas (No.23 [2020] of the State Council), all localities have accelerated the renovation of old urban residential areas, helped a large number of residents in old residential areas to improve their living conditions and living environment, and solved many people's "urgent difficulties and worries" problems. However, there are still many problems in the work in many places, such as attaching importance to the "face" but neglecting the "inside", the government attaches importance to the masses, the construction organization is extensive, the implementation unit is small, and it is difficult for social forces to enter, making it difficult to establish a sustainable mechanism. As a livelihood project and a development project, the transformation of the old city has not been fully brought into play. In order to solidly promote the transformation of old urban communities, not only meet the people's needs for a better life, benefit the people, expand domestic demand, but also promote urban renewal, development and transformation of construction methods, the relevant requirements are hereby notified as follows:
First, firmly adhere to the bottom line requirements and resolutely make the people's livelihood project a project that the people are satisfied with.
(a) cities and counties should establish a special working mechanism of government overall planning, compartmentalization and cooperation, and all departments should attach importance to the management of * * *, clarify the working rules, responsibility list and rules of procedure, form a joint effort, and avoid simply promoting the transformation of old urban communities as construction projects.
(two) the determination of the annual transformation plan of each region should proceed from the local reality, do what you can, do what you can, do not have horizontal indicators, and do not engage in "one size fits all." It is strictly forbidden to include communities that do not meet the conditions of the scope of community transformation objects in the old urban areas of local towns into the transformation plan. It is strictly forbidden to demolish old buildings, relocate residents and cut down old trees at will in the name of the transformation of old urban communities.
(3) The transformation plan determined by all localities shall not exceed the local financing ability and organization and implementation ability, and resolutely prevent financial funds from covering all aspects, and resolutely prevent blind borrowing and spreading stalls and increasing government hidden debts. All localities should speed up the use of financial funds, find out the base of old residential areas in cities and towns to be renovated in the region, establish a reserve bank for renovation projects, plan renovation projects in advance, make overall arrangements for the renovation order, and change "money and other projects" into "money and other projects". The central subsidy funds for the transformation of old urban communities should be used in strict accordance with relevant regulations, and interception and misappropriation are strictly prohibited.
(IV) All localities should urge and guide professional business units such as electric power, communication, water supply, drainage, gas supply and heating to fulfill their social responsibilities, give priority to the water, electricity, heat and other supporting facilities that need to be renovated in old residential areas into their annual renovation plans for franchise facilities, and take the initiative to do a good job in connecting with the annual plans for the renovation of old urban residential areas. Before the project renovation starts, cities and counties should form an overall construction plan for the renovation of water, electricity, heat and other facilities to avoid repeated construction and disturbing the people.
(5) Cities and counties should thoroughly investigate the shortcomings and potential safety hazards of supporting facilities in residential areas before making plans for the renovation of old urban residential areas, and give priority to the renovation of old pipelines such as drainage and gas with potential safety hazards, the renovation of supporting facilities and public service facilities with strong public will, and the renovation of energy-saving buildings in northern heating areas.
(VI) Cities and counties should clarify the division of responsibilities of streets and communities in promoting the transformation of old urban communities, and combine it with strengthening the construction of grass-roots party organizations, residents' self-government mechanisms and community service systems, speed up the improvement of the mechanism for mobilizing residents to participate in the transformation, mobilize residents to participate in the formulation of transformation plans, cooperate with construction, participate in process supervision and follow-up management, and evaluate and feedback the effects of community transformation.

(ten) the relevant cities and counties should promptly check the problems found in the rectification audit and the State Council supervision. The second is to focus on difficult problems and give full play to the role of urban old community reconstruction and development projects.
(1) Cities and counties should combine the transformation and improve the party building to lead the urban grassroots governance mechanism. Encourage all localities to combine the transformation of old urban communities, create green communities simultaneously, and promote the quality improvement of residential communities.
(3) Encourage cities and counties to take transformation as the starting point and accelerate the construction of community life circle. Before determining the renovation plan of old urban communities, it is necessary to conduct a general survey in residential communities to find out the shortcomings of various facilities and public space construction, as well as the stock resources such as idle housing resources and idle land that can be actively utilized in the communities to be renovated and surrounding areas, and prioritize them. In the transformation, it is necessary to allocate various facilities such as old-age care, nurseries, food assistance, parking and fitness that residents need most, and strengthen the transformation of the old and the young and the construction of barrier-free facilities.
(four) cities and counties should raise funds for the transformation of old urban communities through multiple channels. Actively implement the responsibility of professional business units, include eligible residential renovation projects in old urban areas into the scope of local government special bonds, attract social forces to participate in investment, strive for credit support, and rationally implement residents' investment responsibilities, implement the fund commitment mechanism, and effectively improve the efficiency of financial funds.

Support operators to implement standardized and large-scale operation in a market-oriented way, fully tap the profit points of transformation projects such as operating community services, and balance transformation investment through long-term operating income of the project to achieve sustainable development.
(six) cities and counties should promote the improvement of financial services and quality and efficiency. Encourage cooperation with various financial institutions, accelerate product and service innovation, * * * explore financing models suitable for renovation, and provide financial support for qualified urban old residential areas' overall renovation projects and special renovation projects such as water, electricity and heat information. Financial institutions are encouraged to provide credit support to the projects of installing elevators and building parking facilities invested and operated by professional institutions in a market-oriented way, and to develop new community service projects such as pension, child care and housekeeping in the form of "platform entrepreneurial units". Under the premise of not increasing the implicit debt of local governments, financial institutions are encouraged to participate in investing in urban renewal funds such as the transformation of old urban communities established by local governments according to laws and regulations.
(seven) all localities should speed up the construction of supporting policies and systems to adapt to the stock transformation. Actively build an examination and approval system to meet the needs of transformation, and clarify the examination and approval items, subjects and procedures. (8) Encourage cities and counties to transfer the property rights of the reformed franchise facilities and equipment to professional business units according to legal procedures, which will be responsible for the follow-up maintenance and management, earnestly safeguard the achievements of the transformation of municipal supporting infrastructure such as water, electricity, heat and information, and keep the bottom line for the safe operation of municipal public facilities.
(9) Cities and counties should establish and improve the collection, use and renewal mechanism of special maintenance funds for old urban residential quarters in combination with the transformation, so as to promote the maintenance and renewal of residential quarters after the transformation into a benign track.
(10) Encourage cities and counties to actively guide residential areas to carry out indoor pipeline renovation in combination with renovation, guide qualified residents to implement overall renovation and decoration of houses, and drive the consumption of home improvement building materials.
Third, improve the supervision and guidance mechanism.
(a) scientific evaluation of the quality and effect of work. All localities should check the problems existing in the improvement work item by item according to the bottom line requirements; With the goal of promoting high-quality development, we will focus on difficult issues, learn from the experience of pioneering regions, improve the working mechanism and policy system, and continuously improve the quality and effectiveness of work. Provinces (autonomous regions and municipalities) can combine local conditions, establish corresponding guiding mechanisms for touring research, and strengthen guidance for cities and counties.
(3) Improve the mechanism of encouraging the advanced and urging the backward. The evaluation results of the old city reconstruction effect serve as an important reference for arranging the payment of central financial subsidies. Give appropriate rewards to places where investments are implemented in the central budget. Incorporate the renovation of old urban residential areas into the supervision and incentive items in the State Council, and take the evaluation of work effectiveness as an important basis to determine the incentive list. Provinces (autonomous regions and municipalities) housing and urban and rural construction, development and reform, finance and other departments should strengthen supervision and guidance, smooth channels for complaints and reports, and find that cities and counties have achieved outstanding results, and timely summarize and report good experiences and practices. Through supervision and inspection, auditing, letters and visits, and the media, it is found that cities and counties violate the bottom line requirements, and they should promptly urge rectification, and serious problems should be dealt with according to laws and regulations.
(4) Strengthen publicity and guidance. All localities should increase the publicity of the transformation of old urban communities, pay attention to typical guidance and positive guidance, comprehensively and objectively report the progress and effectiveness of the transformation of old urban communities as a livelihood project and development project, and raise the awareness of all sectors of society on the transformation of old urban communities. It is necessary to accurately interpret the policies and measures for the transformation of old urban residential areas, increase the publicity of outstanding projects and typical cases, and create a good atmosphere of public opinion.
