Measures of Yantai Municipality on Property Management

Article 1 In order to standardize property management activities, safeguard the legitimate rights and interests of owners, property users and property service providers, improve people's living and working environment, and promote the construction of harmonious and livable communities, these measures are formulated in accordance with the provisions of the General Principles of the Civil Law of People's Republic of China (PRC), the Regulations on Property Management (Order No.379 of the State Council) and the Regulations on Property Management of Shandong Province, and combined with the actual situation of our city.

Article 2 These Measures shall apply to the property management, use, maintenance, service and supervision and management activities within the administrative area of Yantai City.

Article 3 The term "property management" as mentioned in these Measures refers to the activities that the owners employ property service providers through independent management according to the property service contract and relevant laws and regulations, and maintain, conserve and manage the buildings and their ancillary facilities and related sites in the property service area, and maintain environmental sanitation and related order.

The term "property service providers" as mentioned in these Measures includes property service enterprises and other managers.

Fourth property management should adhere to the people-oriented, territorial management, and implement the principle of combining owner autonomy with professional services and community management.

Relevant subjects of property management shall abide by the rules of the property service market which are consistent in power and responsibility, consistent in quality and price, fair and open, maintain the order of the property service market and optimize the market environment.

Fifth, fully implement the "Red Heart Property" party building pilot project to lead the improvement of property management service quality. Incorporate property management into the community governance system, build a working pattern of party Committee leadership, government leadership, residents' autonomy, multi-participation, consensus, scientific and technological support, and * * * governance, establish and improve the governance structure of community neighborhood committees, owners' committees, owners and property service providers under the leadership of community party organizations, and strive to create a harmonious, orderly and green civilization.

Article 6 Support owners' committees and property service providers to set up party organizations and carry out party activities in accordance with the Articles of Association of China * * * Production Party, and ensure that property management activities are carried out in an orderly manner according to law.

Seventh municipal government and district government (CMC) should strengthen the organization and leadership of property management, and incorporate property services into the development plan of modern service industry. Establish a comprehensive coordination mechanism for property management, organize relevant departments and units to promote property management as a whole, and coordinate and solve major problems in property management.

The district and municipal government (CMC) shall establish a property service quality evaluation mechanism, a service level dynamic adjustment mechanism, a property service charge dispute mediation mechanism, a complaint handling mechanism and a credit management system, improve the three-level property management system of the district, municipal government (CMC), sub-district offices (town government) and community neighborhood committees, and promote the specialization, socialization and marketization of property services.

Eighth during the emergency response, the street office (town government) is responsible for the implementation of the emergency measures taken by the municipal government and the district government (CMC) according to law; Guide the property service personnel to carry out the corresponding level of response work, and give material and financial support.

Property service providers should actively cooperate with community residents' committees to carry out their work under the guidance of street offices (town governments) and implement emergency measures and other management measures according to law.

Ninth city property management department is responsible for the construction of property management information platform, open to the public free of charge.

The property management information platform shall be equipped with an electronic voting system, which can be used to vote on matters that need to be decided by the owners' meeting.

Article 10 The municipal property administrative department shall establish a unified supervision platform for property service credit information in the whole city, improve the joint incentive mechanism of trustworthiness and joint punishment mechanism of dishonesty in conjunction with relevant departments, and strengthen the integrity management of the property service industry.

Eleventh to encourage property service people to join the property management industry association.

Property management industry associations should strengthen self-discipline management, provide professional training and education to member enterprises and their staff, cooperate with the property authorities to evaluate the credit of member enterprises, and assist the property authorities and neighborhood offices (town governments) to mediate and handle property service disputes.

Article 12 Encourage the adoption of new technologies and methods, promote the deep integration of Internet and property services, advocate property service providers to promote the intelligentization of property services, integrate online and offline services, improve the quality and level of property services, and promote the development of property services in an intelligent and green direction.
