Article 1 In order to standardize property management activities, safeguard the legitimate rights and interests of owners, property users and property service providers, improve people's living and working environment, and promote the construction of harmonious and livable communities, these measures are formulated in accordance with the provisions of the General Principles of the Civil Law of People's Republic of China (PRC), the Regulations on Property Management (Order No.379 of the State Council) and the Regulations on Property Management of Shandong Province, and combined with the actual situation of our city.

Article 2 These Measures shall apply to the property management, use, maintenance, service and supervision and management activities within the administrative area of Yantai City.

Article 3 The term "property management" as mentioned in these Measures refers to the activities that the owners employ property service providers through independent management according to the property service contract and relevant laws and regulations, and maintain, conserve and manage the buildings and their ancillary facilities and related sites in the property service area, and maintain environmental sanitation and related order.

The term "property service providers" as mentioned in these Measures includes property service enterprises and other managers.

The property management information platform shall be equipped with an electronic voting system, which can be used to vote on matters that need to be decided by the owners' meeting.

Article 10 The municipal property administrative department shall establish a unified supervision platform for property service credit information in the whole city, improve the joint incentive mechanism of trustworthiness and joint punishment mechanism of dishonesty in conjunction with relevant departments, and strengthen the integrity management of the property service industry.
