In recent years, through the joint efforts of all parties, the national unified appraisal of national vocational qualifications (hereinafter referred to as "national unified appraisal") has developed rapidly, the scale of appraisal has been continuously expanded, and the social influence and social recognition have been continuously improved. In order to further improve the national unified appraisal work in 2008, strengthen standardized management and improve the appraisal quality, relevant matters are hereby notified as follows:
First, the occupation scope of national unified appraisal
In 2008, the occupations that our Ministry organized to carry out national unified appraisal were enterprise human resource manager, logistics manager, psychological counselor, property manager, e-commerce manager, financial planner, project management division, advertising designer, enterprise information manager, network editor, professional instructor, enterprise trainer, corporate culture teacher, marketing manager and secretary (see Annex 1 for specific occupational grades). Our department will also organize the first-class national vocational qualification recognition of six occupations, including enterprise human resource manager, logistics manager, project management division, enterprise information manager, enterprise trainer and enterprise culture teacher, as well as the experimental appraisal of some new occupations. Conditional areas, can apply to our department, after the approval of our department to organize experts to carry out experimental appraisal work. The experimental appraisal items and their specific requirements shall be notified separately by the vocational skill appraisal institution. Without consent, experimental appraisal projects, including new occupations, shall not be carried out.
Two, continue to try out the "unified examination day" system.
(a) in 2008, continue to try out the national vocational qualification unified appraisal day (hereinafter referred to as the "unified examination day") system throughout the country. The specific dates of "unified examination day" are March 2 1, March 22 and March 23, May 16, June 18, July 18, June 19 and September/kloc-0.
(2) The national unified appraisal dates organized by our department are May 17, May 18, May 1 65438+1October 22 and 23 (see Annex12 for specific arrangements). The experimental appraisal of the national first-class professional qualifications of six occupations, such as enterprise human resources manager, and some new occupations will be arranged on other days of the "unified examination day".
(three) all localities should organize the implementation of the national unified appraisal on the specified date in accordance with the unified deployment of our Ministry and the requirements of the "Provisions on the National Unified Appraisal of National Vocational Qualifications (Trial)". Without permission, the appraisal that has been included in the national unified appraisal profession shall not be organized without authorization. All localities should choose other professional institutions to carry out unified appraisal work in their own regions, which should be arranged on other days of the "unified examination day". If it is really necessary to increase the unified appraisal date, it should be reported to our department for the record. When local organizations carry out unified appraisal, they should study and explore the examination techniques and methods that highlight the characteristics of vocational skills.
(4) According to the above requirements, all localities should make overall arrangements for the unified appraisal work in their own regions in 2008, and fill in the Work Schedule of National Vocational Qualification Unified Appraisal Day (Annex 3), which will be reported to the Ministry of Vocational Skills Appraisal Administration in March 2008 1 for public announcement.
Three, strengthen the unified management of national appraisal standards, improve the quality of appraisal.
(a) to further implement the centralized management of national unified identification test sites. All provinces, autonomous regions and municipalities directly under the Central Government shall, according to the relevant requirements of the Ministry, select and determine a number of qualified schools or institutions as the test sites for unified national appraisal, and implement centralized management in strict accordance with the relevant provisions of vocational skill appraisal and the principle of separation of examination and training. All localities should, two months before the implementation of the national unified appraisal, report the Summary of the Setting of National Unified Appraisal Test Sites for National Vocational Qualifications (Annex 4) to the Ministry of Vocational Skills Appraisal Administration. Our department will announce to the public the setting of national unified appraisal test sites.
(two) to strengthen the national unified appraisal examination data security management. Strictly implement the national secrecy laws and regulations, strengthen the safety management of national unified appraisal examination materials, and regard this as one of the quality management responsibility indicators. All localities should further improve the secrecy system, and implement the confidentiality responsibility of all aspects such as the transmission and distribution of examination materials to people. Strengthen the confidentiality education for secret-related personnel, strengthen the sense of confidentiality, strictly implement the confidentiality system and regulations, and put an end to leaks. Once illegal leaks are discovered, they should be severely punished and investigated for legal responsibility.
(three) strict national unified appraisal examination management. Local vocational skill appraisal institutions should strictly examine the qualifications of applicants in accordance with national vocational standards. Strengthen examination room management, strict examination room discipline, strengthen on-site invigilation, and put an end to fraud. It is necessary to use advanced technologies such as computers to achieve standardized management of examinations, monitor the examination process, and gradually establish an emergency mechanism to ensure the smooth implementation of national unified appraisal.

All localities should also set up reporting and duty telephones, seriously investigate and deal with the problems reported by the masses, handle affairs impartially, and solve the problems found by candidates in consultation and on-site in time.
