Beijing SME Rent Reduction Policy 2022 Haidian

In order to implement the Master Plan for Epidemic Prevention and Control in Beijing and the Implementation Plan for Stabilizing Economic Growth and the Master Plan for Epidemic Prevention and Control in Haidian District and Several Measures for Stabilizing Economic Growth, according to the Notice of the Municipal Science and Technology Commission, the Zhongguancun Management Committee and the Municipal Finance Bureau on Implementing the Rent Reduction and Subsidy Policy for Technology Incubators of Leased Non-state-owned Houses, combined with the actual situation in Haidian District, a special declaration guide for rent reduction and subsidy for operators of non-state-owned (collective) incubators in Haidian District in 2022 was formulated and issued.

I. Support measures

Encourage non-state-owned (collective) incubator operators in Haidian District to give rent concessions by direct reduction, refund and contract extension, and support the stable development of small and medium-sized enterprises and individual industrial and commercial households. Provide business incubation services for leasing non-state-owned (collective) houses, and grant rent subsidies of no more than 50% of the total rent reduction and exemption for six months during 2022 to the main operators of science and technology incubation space. For those who use their own non-state-owned (collective) houses to carry out business incubation services, during 2022, they will take the initiative to reduce the rent of small and medium-sized enterprises and individual industrial and commercial households, and give rent subsidies of no more than 30% of the total rent for six months. In 2022, if the actual lease period of small and medium-sized enterprises and individual industrial and commercial households is less than one year, the upper limit of subsidy period shall be calculated according to the proportion of the actual lease period of that year (actual lease days /365 days * June).

Operators of science and technology incubators who have enjoyed other subsidies or support policies such as rent and property fees in Beijing and Haidian District, as well as state-owned and town (village) collective property rights management, do not enjoy the support of this policy. If the technology incubator that rents non-state-owned (collective) commercial houses has obtained rent relief, its construction and operation units have enjoyed corresponding rent subsidies or incentives, and no repeated support will be given.

Second, the support object

(1) Applicants must register and pay taxes in Haidian District, and the incubation space is not state-owned (collective).

(2) The reporting entity has no bad credit record in the credit information report of Credit China website.

(3) The applicant must complete the registration and filing at the Innovation and Entrepreneurship Service Platform () in the core area of Zhongguancun (if it is not filed, please file it first and then file it, and the platform filing consultation: Fan Kaiyuan 88498250).

(four) rent reduction enterprises must be small and medium-sized enterprises or individual industrial and commercial households registered in the incubation space and engaged in business activities. The standards for small and medium-sized enterprises shall be subject to the Provisions on Classification Standards for Small and Medium-sized Enterprises (No.2011300 of the Ministry of Industry and Information Technology).

Inquiry of small and micro enterprises: Please refer to the Directory of Small and Micro Enterprises of the State Administration of Market Supervision (/) to preliminarily inquire whether the lessee belongs to small and micro enterprises;

Inquiry of medium-sized enterprises: Medium-sized enterprises and small and micro enterprises that are not listed shall be judged according to the Provisions on Classification Standards for Small and Medium-sized Enterprises and the Provisions on Classification Standards for Financial Enterprises.

Third, the application materials

1. Special application form for rent reduction and subsidy for non-state-owned (collective) incubator operators in Haidian District in 2022 (including the applicant's commitment letter) (with official seal).

2. A copy of the applicant's business license (with official seal).

3. A copy of the lease contract of the incubation space (if it has its own property rights, it is not required) (with official seal). If there is a sublease, a copy of the lease contract signed by the sublessor and the property owner (stamped with the sublessor's official seal) or other valid certification materials shall be submitted at the same time.

4. A copy of the certificate of ownership of the house in the incubation space, the qualification certificate of the owner of the house property or other materials that can prove the nature and owner of the house property (with official seal).

5. Copy of the business license of the inspection-free enterprise (with official seal).

6. A copy of the lease agreement of the tax-free enterprise. If the rental amount is not clearly indicated in the agreement, please specify it separately (with official seal).

7. Copy of the rent reduction contract (with official seal).

8. If the lessee is a small and micro enterprise, provide a copy of the query results of the directory of small and micro enterprises. Medium-sized enterprises and small and micro enterprises that cannot provide query results must provide other materials that can prove that they meet the classification standards for small and medium-sized enterprises (with official seals).

Four. Declaration methods and instructions

1. Enter the unified entrance of online declaration of special funds in Haidian District, fill in and submit relevant information of enterprises online as required, and visit the address of the declaration platform: /zxzj/

2. This application is directly oriented to qualified operators of science and technology-based incubation space, and no third-party organization has been entrusted to declare the acceptance materials. During the whole application process, our unit does not charge any fees.

3. If the application materials are untrue, the Zhongguancun Science City Management Committee will handle them in accordance with relevant regulations.

4. Paper materials are delivered to the Service System Construction Department of Zhongguancun Science City Management Committee (Room 6 15, 6th Floor, East China Merchants Building), and the recipient of the materials is Chang Lei1501571088.
