This is legal. Owners shall enjoy rights and assume corresponding obligations for the parts other than private houses; Do not give up or fail to perform this obligation for any reason. Therefore, the owners of this community cannot refuse to pay public utility fees under any pretext.

Utilities that can be allocated to the Owner include:

1. The public water and electricity costs of corridors, stairs and public facilities in the residential building shall be reasonably shared by the residents of the building;

2. The electricity fee for street lamps in residential areas shall be reasonably shared by all residents in the residential areas;

3, high-rise residential (including shops, office buildings) elevators and other public equipment operating electricity, should be set up independent meters, by all users of elevators and equipment reasonable sharing.

In addition, according to the regulations, the following public facilities shall not be shared with residents:

1. The water and electricity for office and domestic use of the property management unit in residential quarters must be set separately, and the expenses shall be borne by the property management unit and shall not be shared with the residents;

2. Water and electricity for residential greening maintenance, garden pool fountain, duty room, security booth, festival activities, publicity and decoration. Should be charged by the comprehensive service fee of property management, and shall not be shared with the tenants;

3, the community to carry out various business activities of water and electricity costs, charged by the operating income, shall not be shared with households.

It is strictly forbidden to collect the shared water and electricity expenses mixed with the household water and electricity expenses.

Legal basis: Article 51 of the Regulations on Property Management, water supply, power supply, gas supply, heating, communication, cable television and other units are responsible for the maintenance and conservation of relevant pipelines, facilities and equipment within the property management area according to law. If the units specified in the preceding paragraph temporarily occupy or dig roads and sites due to maintenance, they shall promptly restore the original state.
