The purpose of setting the time of garbage disposal in residential property or neighborhood committee is to optimize the living environment of residential area. While limiting the time of garbage disposal in residential area, it may bring some inconvenience to residents. Whether to throw garbage must be thrown in the community regularly depends on the management of each community in each city; "Fixed time" has been proved to be an effective management method in the early stage of garbage classification and promotion. The first thing to do is to "remove the pipe", but it will definitely bring inconvenience to residents who are used to throwing garbage at any time. Bucket lifting and loading is a new type of garbage classification management mode. A large number of scattered garbage bins are dismantled, gathered together at special points, placed at fixed points and at regular times, and collected and removed by classified transport vehicles. In order to solve the problem that individual residents can't put the domestic garbage at the specified time due to special reasons, at present, some pilot communities have also set the wrong time to put it. "Removing barrels and combining points" can reduce the cost of collection and transportation, improve the efficiency of classified collection and transportation and reduce environmental pollution. The mode of regular fixed-point garbage sorting has been popularized in Shanghai and other cities where garbage sorting has been carried out earlier, and Lanzhou is also accelerating to move closer to the advanced mode. After the fixed-point delivery, clean and disinfect the delivery point in time, leaving no odor. The cleaning staff also spontaneously modified the pickup truck to separate dry, wet and recyclable garbage, which increased residents' confidence in the subsequent treatment of classification. This year, Shanghai will also renovate17,000 garbage bins, and at the same time, under the huge constraints of timing and fixed points, try to "shorten the distance between residents and garbage bins" as much as possible.

Timing and fixed-point dropping points are set as follows:

1. The residential community can set up a designated drop-off point for every 300 to 500 households, and reasonably determine the number of drop-off points according to factors such as community space conditions and the number of volunteers.

2. The opening hours of the designated dropping points should be set to 3 to 4 hours per day, and the peak time for residents to drop garbage should be selected (usually in the morning and evening). The opening period and duration can be adjusted and increased according to the actual situation of community fixed-point promotion.

3. Fixed-point delivery points should be set according to the original habits of residents and the location of garbage houses, and the delivery points should be reasonably determined according to the principle of convenience.

4. Public billboards, main entrances and exits in residential areas and other prominent positions shall be publicized with the requirements of fixed-point delivery point and delivery time.
