The relevant matters are hereby notified as follows:

First, the overall requirements. "Place code" is an important path to the source of traffic regulation, and it is also an important data source to describe the space-time trajectory of regional people and find near and sub-near people. Under the premise of strictly implementing epidemic prevention and control measures, all departments at all levels should aim at facilitating people's production and life, rely on the Internet and big data, and rely on the "Love Shandong" APP to fully promote the use of "place coding" to help prevent and control the epidemic accurately, and realize the full registration of "one person, one yard" travelers, the full coverage of "one yard inspection" public places and the full display of "one code for all" inspection information.

Second, the "location code" function. "Local code" mainly includes: personal code scanning, manager code scanning, personal code collection, local code application and other functions. Personal code scanning means that when people with smart phones enter and leave various public places, they scan the "place code" by logging in to the "Love Shandong" APP to display health information, nucleic acid detection information and other contents, and the place staff will release it after scanning the code for verification; Personal code generation means that special people such as the elderly and children help to apply for personal codes through the community or family members who live together, show their personal codes when entering and leaving various public places, and release them after being scanned and verified by the staff of the place; The application of place code refers to the application of place code in various public places, which is downloaded, printed and posted at the entrance and exit of public places for citizens to scan the code. After the "Place Code" is enabled, the original electronic health codes of Healthy Shandong and Healthy Zibo will no longer be used for information verification, and all of them will be released through the verification of "Place Code".

Third, the scope of use. Hotels, hotels, restaurants, scenic spots, cultural entertainment and other business places; Shopping malls, supermarkets, farmers' markets, logistics express and other key industry places; Hospitals, pharmacies, clinics and other places; All kinds of public transport stations and public transport vehicles; Party and government organs, enterprises and institutions; Enterprises, gas stations, banks and financial institutions; Relatively closed places such as various residential quarters; All kinds of schools, kindergartens and off-campus training institutions; Other key control public places.

Fourth, relevant requirements. All kinds of public places should designate responsible persons to strictly check the scanning code, health information and nucleic acid detection information of people entering and leaving, and check the scanning code information of people holding personal access codes; All those who hold the green code and carry out nucleic acid testing as required will be released, and no other restrictions will be set. People outside the area need to hold a 48-hour negative nucleic acid certificate and display personal health information when entering and leaving public places, and staff in public places should truthfully register the time of entry and exit.
