Can the owners' committee advocate the use of property services?

Yes, according to the Property Law of People's Republic of China (PRC). The owners' committee may advocate users of property services. Property management houses are built according to the planning, and the management and maintenance business carried out by the ownership building manager belongs to the owners. After the completion and acceptance of the building, the division, transfer, adjustment or reconfiguration of the property management room shall be decided by the owners or the owners' committee.
