All property service enterprises and related units:

In order to regulate the charging behavior of vacant houses in residential areas in our city, safeguard the legitimate rights and interests of owners and property service enterprises, and promote the healthy and orderly development of the property service industry in our city, according to the provisions of the Regulations on the Administration of Residential Property in Wuhai City, we hereby notify the relevant matters such as the charging of vacant houses in residential areas in our city as follows:

1. Vacant houses in residential areas mentioned in this notice refer to residential houses that meet the delivery conditions, but the delivery procedures are delayed due to the owner's reasons; The owner has gone through the handover procedures, but the house does not have the living conditions (rough house); The house has living conditions (renovated), but the owner intends not to live for a long time.

Two, vacant housing property service fee waiver period of at least 6 months (inclusive).

Three, has met the housing delivery conditions, but due to the owner's delay in handling the delivery procedures, or the owner has handled the housing delivery procedures, but the housing does not have living conditions (rough housing), you can directly pay 70% of the property service fee.

Four, the housing has the living conditions (decoration), but the owners plan to live for a long time in the vacant housing property service fees to implement the filing system, the filing period, the property service fees paid by 70% of the total. The owner himself carries the original ID card to the residential property office to go through the formalities for filing the vacant house property service fee, fill out the Application Form for Filing the Vacant House Property Service Fee Relief in Wuhai City (see annex), and go through the formalities for paying the vacant house property service fee. Entrust others to handle, it shall issue a power of attorney and a copy of the owner's ID card, or it may be handled by the property staff after telephone communication with the owner.

Five, the owners plan to continue to vacant houses after the expiration, it should be renewed before the expiration of the "Wuhai vacant housing property service fee reduction and filing application form".

6. During the filing period, the owner shall ensure that the monthly water consumption of the vacant house is less than 1 m3, and the electricity consumption is less than 10 degree, and it is uninhabited.

Seven, the owners to resume the use of housing, should be seven days in advance to the property office for property service fee waiver and termination procedures. If the water and electricity consumption exceed the standards specified in the preceding paragraph, or the realty service enterprise provides valid evidence to prove that the house is occupied during the filing period, the house shall be regarded as used, and the owner shall pay the realty service enterprise the full amount of the reduced realty service fee.

Eight, this notice shall be interpreted by the Municipal Housing and Urban-Rural Development Bureau.
