Regulations of Tangshan Municipality on Dog Breeding Management (202 1 Revision)

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on Animal Epidemic Prevention, the Measures for the Implementation of the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases and other relevant laws and regulations, and in light of the actual situation of this Municipality. Protect citizens' health and personal safety, maintain social public order, maintain city appearance and environmental sanitation, and promote the construction of civilized cities. Article 2 These Regulations shall apply to activities such as dog breeding, trading, diagnosis and treatment and related management within the administrative area of this Municipality.

The management of military, police, performance and scientific research dogs and commercial meat dogs shall be implemented in accordance with relevant state regulations.

Blind people who raise guide dogs and other disabled people who raise service dogs are not bound by the Regulations on the Management of No Large Dogs, No Dogs in Public Places, Public Transportation and No Dogs Out of the House, but they shall abide by other regulations on the management of dogs. Article 3 The principle of strict management shall be followed, and the principles of combining management with service, combining law enforcement by administrative organs with daily management by grass-roots organizations, and combining self-discipline of dog owners (including dog owners and individuals) with social supervision shall be adhered to. Article 4 Dogs in this Municipality shall be managed by districts. City, county (city, district), the town people's government is located in the urban area and the implementation of urbanization management area as the key management area, other areas as the general management area. Special areas with concentrated population in general administrative areas can be managed according to key administrative areas.

The specific regional scope of key dog management shall be announced to the public by the county-level public security organs and the town (township) people's government. Article 5 The people's governments of cities and counties (cities, districts) shall strengthen the leadership of dog management, incorporate dog management into the creation of civilized cities and social governance, establish a coordination mechanism for dog management, implement law enforcement linkage, and include the funds needed for dog disease monitoring, prevention, control, purification and elimination, quarantine of dogs and dog products, harmless treatment of sick dogs, and dog supervision and management into the fiscal budget at the corresponding level.

The relevant government departments shall perform the following duties of dog management:

(a) the public security organ is the competent department in charge of dog management, responsible for the implementation of registration management, accepting relevant complaints, and investigating and handling disturbing behaviors; Supervise and inspect the dog owners' compliance with the registration system, and investigate and deal with all kinds of illegal dog-raising behaviors according to law; Killing rabies; Organize the reception and management of ownerless dogs and stray dogs.

(II) The comprehensive administrative law enforcement department of urban management or the comprehensive administrative law enforcement agency of towns and streets (hereinafter referred to as the comprehensive law enforcement department) is responsible for investigating and dealing with behaviors that damage the city appearance and environmental sanitation, such as selling dogs, failing to remove dog droppings in time, and assisting public security organs in killing rabies and sheltering stray dogs; Assist the public security organs to investigate and deal with illegal dog raising and illegal dog taking out.

(three) the agricultural and rural departments shall be responsible for the supervision and management of dog immunization, diagnosis and treatment services, prevention and quarantine of animal infectious diseases; Cooperate with the public security organs to carry out harmless treatment of epidemic dogs and dead dogs, and inspect and urge dog owners to carry out immunization, quarantine and harmless treatment of their dogs; Timely sampling and diagnosis of dogs suspected of rabies; Monitor, prevent and control the epidemic situation of animal rabies, and provide epidemic information to the health department in time; Delineate animal rabies epidemic spots, epidemic areas and threatened areas.

(four) the health department is responsible for the supervision and management of the reserve and vaccination of rabies vaccine for human use in medical institutions and the timely treatment of people bitten by dogs; Do a good job in monitoring, reporting, investigating and handling the epidemic situation of human rabies to prevent and control the spread of rabies in the population; Carry out health knowledge propaganda on rabies prevention.

(five) the market supervision and management department is responsible for the registration of dog business activities, according to the law of human rabies vaccine storage, transportation, vaccination and other aspects of the vaccine quality supervision and management, investigate and deal with illegal acts. Sixth city street offices, town (township) people's government is responsible for the daily supervision and management of dogs, contact and coordinate law enforcement agencies to deal with problems in dog management in a timely manner.

Community residents' committees, owners' committees, villagers' committees (hereinafter referred to as grass-roots organizations) and property service providers, dog industry associations and other organizations in residential areas shall assist in dog management and dog immunization, carry out publicity and education on dog raising according to law and civilized dog raising, and mediate disputes caused by dog raising according to law. Seventh public security organs shall, jointly with relevant departments and units, organize and carry out centralized publicity and education on dog-raising knowledge according to law, civilization and science and special rectification actions for dog-raising.

Radio, television, newspapers, websites and other media should publicize dog-raising laws and regulations and health and epidemic prevention knowledge, carry out public welfare publicity on dog-raising knowledge, and guide dog owners to form a civilized dog-raising fashion.

Support relevant industry associations, animal protection organizations and other social organizations to participate in dog management activities, and carry out dog professional services and publicity and education.

Encourage volunteer organizations and volunteers to participate in dog-raising publicity, education and supervision activities. Chapter II Dog Immunization, Quarantine and Registration Article 8 This Municipality implements a compulsory rabies immunization system for dogs. Immunized dogs are not allowed to be kept.

The agricultural and rural departments shall, in accordance with the principle of facilitating the people and benefiting the people, determine the animal clinics or grass-roots epidemic prevention organizations that meet the prescribed conditions within their jurisdiction as rabies immunization points, implement rabies immunization on dogs, and announce it to the public.

Dog breeders shall, within three months after the birth of the dog or before the expiration of the immunization interval 15 days, take the dog to the rabies immunization point determined by the agricultural and rural departments at or above the county level for rabies vaccination, and obtain the rabies immunization certificate of dogs supervised and immunized by the municipal agricultural and rural departments, and immunize once a year.
