Is the money for quality warranty in the owner's maintenance fund?

The new residential property warranty fund is a new regulation, which has just been implemented in some provinces and cities.

"Measures for the Administration of Warranty Funds for Newly-built Residential Properties (Trial)", the new measures stipulate that if there are quality problems in newly-built residential buildings during the warranty period, the construction unit shall repair them within 72 hours. If the owner arbitrarily changes the housing structure, equipment location and improper decoration, the owner shall bear the corresponding maintenance responsibility according to law.

After the delivery of the property, during the warranty period, if the owner finds that there are quality problems in the parts and facilities of the house for personal use, or the parts and facilities of the property community have quality problems, and the development and construction unit fails to perform the warranty responsibility or cannot perform the warranty responsibility due to closure, bankruptcy and other reasons, it can start to use the warranty fund.
