Regulations of Tianjin Municipality on the Administration of Safe Use of Houses
The district and county real estate administration is the administrative department in charge of the safe use of houses within its jurisdiction, and is guided by the municipal land resources and housing administration in business.
The relevant administrative departments in charge of planning, construction, city appearance, environmental protection, industry and commerce, public security, fire protection, civil air defense, earthquake and production safety supervision shall, according to their respective duties, do a good job in the management of the safe use of houses. Chapter II Use of Houses Article 5 Owners and users of houses shall use houses according to law to ensure the integrity, earthquake resistance and structural safety of houses.
The following acts of using houses are prohibited:
(a) in the floor, balcony, terrace, roof overload laying materials or stacked items, adding overload partition indoors;
(two) adding doors and windows to the eaves of residential buildings, removing windows to change doors or expanding the size of original doors and windows;
(three) the transformation of some residential buildings into production, catering, entertainment, bathing and other business places;
(four) demolition, transformation and vertical connection with the structure of residential or non-residential housing foundation, wall, beam, column, floor and other load-bearing structures;
(five) other acts endangering the safety of the house. Sixth approved outdoor advertising facilities and installation equipment on the house, involving the demolition, renovation of the house structure or increase the load of the house, it should be entrusted to the house safety appraisal agency for appraisal. If reinforcement is needed after identification, the original housing design unit or the design unit with corresponding qualification grade shall put forward the reinforcement design scheme according to the housing safety appraisal report before setting up and installing reinforcement. Chapter III Decoration and Renovation of Houses Article 8 When decorating and renovating houses, house owners and users shall ensure the safe use of houses and shall not affect the use and maintenance of * * * parts and * * * facilities and equipment.
Dangerous houses that have not taken measures to eliminate dangers shall not be renovated. Ninth housing owners, users of housing decoration, it should inform the following housing management service units:
(a) the implementation of property management, inform the property management service enterprises;

The house management service unit shall inform the owner, user and decoration enterprise of the house in writing of the matters needing attention and prohibited acts in house decoration. After receiving the report from the housing management service unit, the district and county housing safety management departments shall promptly investigate and deal with it.
Any unit or individual has the right to report acts of house decoration in violation of these regulations and relevant provisions. After receiving the report, the administrative department in charge of housing safety use shall promptly investigate and deal with it.
Those who decorate houses in violation of these regulations and relevant provisions and cause damage to others shall be liable for compensation. Chapter IV House Repair Article 12 The owner of a house shall bear the responsibility for house repair. Where laws, regulations and rules provide otherwise or the parties agree otherwise, they shall bear the responsibility for house repair in accordance with the provisions or agreements. Thirteenth because of water supply, power supply, gas supply, heating, drainage, communication, greening and other needs of direct construction on the house, it should be written to inform the relevant housing owners, users of the construction plan; If the house is damaged due to construction, it shall be repaired by the professional business unit that organizes the construction.
