2, meet one of the following conditions, neighborhood offices or Township People's governments shall, jointly with the county-level property administrative departments, organize the establishment of the preparatory group for the first owners' meeting and hold the first owners' meeting:

(a) The area of the exclusive part delivered exceeds 50% of the total area of the building;

Sub-district offices or Township People's governments shall set up a preparatory group for the first owners' meeting within 60 days from the date of receiving the notice or application, and notify the construction unit or the entrusted realty service enterprise in writing to submit the materials needed for the preparation of the first owners' meeting in a timely manner, such as the division of property management areas, the inventory of building area, the list of owners, the general plan of building planning, etc.
