Twenty-ninth after the completion of the property, the development and construction units must apply to the relevant departments for comprehensive acceptance. Only those who pass the comprehensive acceptance can go through the transfer formalities.

Thirtieth before the establishment of the property owners' committee, the development and construction unit shall be responsible for the property management, and the expenses shall be borne by the development and construction unit.

Thirty-first after the establishment of the property owners' committee, the development and construction unit will transfer the property management to the owners' committee and provide the following information:

(a) the approval documents of the property construction;

(two) the general plan of property planning and completion;

(3) as-built drawings of houses and supporting public facilities and equipment;

(4) Underground pipe network diagram;

(5) Quality acceptance data;

(6) Other necessary materials.

Thirty-second development and construction units to hand over the property, should provide a one-time free management space according to the following standards, and its property rights belong to all owners.

(1) The building area of the property with an area of over 50,000 square meters is 100 square meter;

(2) The construction area of the property with an area of over 50,000 square meters is 150 square meters.

The development and construction unit shall, in accordance with the proportion of five thousandths of the total construction area of the property, provide the property management and business premises at the cost price at one time. The purchase cost can be temporarily supported from the property maintenance fund, and the proceeds will be used to offset the purchase price first and then to supplement the property management cost.
