As the daily working body of the owners' congress, the owners' committee shall implement the matters decided by the owners' congress and perform the following duties:

(a) to convene a meeting of the owners' congress;

(two) regularly report the implementation of the relevant decisions and put forward suggestions on property management;

(three) within thirty days after the decision of the owners' congress, sign, renew, change or terminate the property service contract with the property service enterprise on behalf of the owners' congress;

(four) timely understand the opinions and suggestions of the owners and property users, and supervise and assist the property service enterprises to perform the property service contract;

(five) to urge the owners who do not pay the property management service fees to pay within a time limit;

(six) to organize the owners to make a written confirmation on the maintenance, renewal and transformation scheme of the * * * parts and facilities of the property, and supervise the implementation;

(seven) the implementation of supervision and management regulations;

(8) Organizing to raise special maintenance funds;

(nine) to organize the general election and by-election of the owners' committee;

(ten) to complete other matters assigned by the owners' meeting.

If the owners' committee fails to perform the duties mentioned in Item (3) and Item (9) above, under the guidance of the district and county property management administrative departments, the subdistrict offices and township people's governments shall organize the election of a new owners' committee in accordance with the relevant provisions.
