(1) Office (Legal Department)

Responsible for the organization establishment, cadre team building, personnel management, labor wages, education and training of organs and directly affiliated units; Responsible for party affairs, discipline inspection, supervision and group work; Participate in the formulation of the relevant provisions of the organization, personnel management, labor wages and income distribution of schools at all levels in the city; Guide the reform of the school personnel system; To undertake the commendation and reward work of the education system; Coordinate and guide the system reform of directly affiliated units; Responsible for the city's teacher qualification, teacher incentives, professional and technical post evaluation, overseas (border) student qualification evaluation and declaration, teacher professional ethics education; Responsible for guiding the personnel management of municipal primary and secondary schools and colleges; To be responsible for the management and service of retirees from bureaus and directly affiliated units; Assist in organizing departments to manage the leading bodies and leading cadres of institutions directly under the departmental level; Responsible for the appointment, removal, assessment and education of leading bodies and leading cadres of directly affiliated departments; Responsible for the administrative responsibility system and efficiency construction of the organs.

(3) Planning and Finance Section

Manage and guide the city's basic education, special education, preschool education and youth literacy; Responsible for guiding the construction and approval of provincial and municipal demonstration (key) schools and kindergartens; Participate in the formulation of the city's basic education development plan; Organize and guide the reform of basic education system and education and teaching; Management of primary and secondary school textbooks, supporting books, audio-visual products, book construction and modern educational technology; Organize the implementation of the "Curriculum Plan" and teaching plan, check the quality of basic education in the city, and organize the high school level examination; To guide moral education, legal education and promotion of Putonghua in primary and secondary schools; To guide and coordinate the education of ethnic minorities in the city; Manage the status of ordinary high schools and municipal schools in the city; Responsible for school team work and the management of scientific and technological inventions; Organize and coordinate the teaching and research work related to basic education; Participate in the adjustment of the layout of primary and secondary schools, the provision of teaching instruments and equipment, and the construction of teachers and principals; Responsible for contacting the basic education work of directly affiliated units; To guide the business work of basic education schools and educational institutions organized by private education.

(6) Vocational education and adult education (higher education)

Participate in the formulation of the city's higher education development plan and organize its implementation; Coordinate the city's secondary vocational education and adult cultural and technical education; Managing independent adult colleges and universities; Responsible for the formulation of vocational education evaluation standards, and organize the evaluation of the quality of education and teaching in vocational schools and adult schools; Planning and guiding the teaching reform of vocational education and adult education; Responsible for the examination and approval of professional setting, adjustment, teaching material construction, academic qualifications and student status management in secondary vocational schools and independently established higher vocational and technical schools and adult colleges and universities. To guide the moral education in vocational schools and adult education schools; Coordinate and guide the comprehensive reform of urban and rural vocational education and basic cultural education for employees in the city; Participate in the establishment and adjustment of vocational and adult education schools, staff schools and the construction of teachers; Participate in the formulation of the city's secondary vocational education enrollment plan, organize and guide the production practice, industrial development and technology promotion of vocational and technical schools; To guide the professional work and vocational certificate examinations of various vocational education schools and employee schools organized by social forces; Responsible for contacting and coordinating the work of colleges and universities in the city.

(7) Sports Health and Art Education Section

To guide the work of physical education, health and art education in schools, draft guiding documents for physical education, health and art education and guide their implementation; Guide and coordinate schools and students to participate in sports competitions and art education and other exchange activities; To guide and coordinate the health examination, infectious disease prevention and health monitoring of schools and students; To guide and supervise food safety and drinking water hygiene in schools; To guide and coordinate national defense education in schools and military training for students.

Party committees of organs. Responsible for the party-mass work of organs and directly affiliated units.
