Public security, planning, construction and other administrative departments shall be responsible for the supervision and management of the construction and use of safety prevention facilities in accordance with the responsibilities stipulated in these Measures. Article 5 The design documents for new construction, reconstruction and expansion of residential areas and houses shall include the design contents of safety facilities.
The design of safety protection facilities shall conform to the safety protection design standards for residential areas and houses in this Municipality and other relevant specifications. The planning administrative department shall review the design of safety precautions in accordance with the law. Article 6 The construction unit shall carry out the construction in accordance with the design documents of the safety and preventive facilities project, and shall not change them without authorization. The original design unit shall be responsible for the modification of the engineering design of safety prevention facilities. Seventh public security, planning, construction administrative departments shall, in accordance with the relevant provisions of the state and this Municipality, conduct qualification management of units engaged in the design and construction of safety precautions. Eighth new construction, renovation and expansion of residential areas and residential projects are completed, the construction unit shall organize the acceptance in accordance with the acceptance rules of the national security system. After the safety protection facilities project is completed and accepted, residential areas and residential projects can be delivered for use. Ninth residential areas and houses built before the implementation of these measures are not equipped with safety precautions, and the public security organs shall negotiate with the property owners to formulate plans and gradually install them. Tenth residential areas and residential * * * part of the use and maintenance of security facilities, the property management unit is responsible for; If there is no property management unit, the property owner shall be responsible.
Property management units or property owners in residential areas and residential quarters (hereinafter referred to as managers) shall comply with the following provisions:
(1) Ensure uninterrupted operation of safety facilities and effectively record monitoring information;
(two) properly keep the information recorded by the monitoring system for a period of not less than 7 days;
(three) shall not arbitrarily change the use and location of security facilities;
(four) the establishment of daily inspection and maintenance system of safety precautions, timely repair and eliminate the failure of safety precautions.
Managers should report to the police in time for suspected crimes or violations of public security management found through security facilities. Eleventh managers should manage the information recorded by the monitoring system according to law, keep secrets, and may not use the information recorded by the monitoring system to interfere with the normal life of others and infringe on their legitimate rights and interests. Twelfth all units and individuals should take good care of safety facilities, and shall not damage or change the safety facilities without authorization; Have the right to report to the public security organs for acts that undermine safety precautions or managers fail to perform their management duties according to law. After receiving the report, the public security organ shall deal with it in time and shall not shirk or delay. Thirteenth in violation of the provisions of article tenth of these measures, managers do not perform their management duties according to law, the public security organs shall order them to make corrections, and may impose a fine of more than 500 yuan 1000 yuan.
In violation of these measures, other laws, regulations and rules have stipulated administrative punishment, which shall be dealt with by the relevant departments according to law. Article fourteenth these Measures shall come into force as of June 6, 2003.
