The administrative departments of real estate in various districts and cities and the administrative departments of construction (real estate) in counties (cities) are the administrative departments of property management within their respective administrative areas. Article 6 The qualifications of property management enterprises are divided into Grade I, Grade II and Grade III.
A property management enterprise should have the qualifications:
1. The scale of the entrusted property (referring to the construction area) is over 400,000 square meters. 5. When hosting, the property must have two or more provincial advantages, or the enterprise has passed the quality standard system certification.
Qualification requirements for secondary property management enterprises:
1. The scale of entrusted property (referring to the construction area) is 200,000-400,000 square meters (excluding 40 square meters), and there are more than two entrusted properties;
2. The registered capital is more than 6,543,800 yuan;
3.5 or more managers with intermediate or above professional titles in economics and engineering;
4. The operating period of the enterprise is more than 2 years;
5. There must be two properties under trust to be listed.
Qualification requirements for Grade III property management enterprises:
1. The scale of the entrusted property (referring to the construction area) is 200,000-200,000 square meters;
2, the registered capital of more than 500 thousand yuan;
3. There are more than 3 managers with intermediate or above titles. Seventh level property management enterprises, by the provincial city property management administrative departments of first instance, submitted to the provincial construction administrative departments for examination and approval; The qualification of property management enterprises at or above the provincial level shall be examined and approved by the provincial construction administrative department.
Property management enterprises below Grade II. Its qualification shall be examined and approved by the property management administrative department of the provincial municipality, and shall be submitted to the provincial construction administrative department for the record.
Property management enterprises whose qualification level has been confirmed by examination and approval shall be awarded the corresponding level by the examination and approval department, and the "Qualification Certificate of Urban Property Management Enterprises in Jiangsu Province" shall be uniformly printed by the provincial construction administrative department. Eighth-level property management enterprises can undertake property management projects for residential areas, villas and all high-rise buildings and industrial plants with an area of more than 200,000 square meters;
Secondary property management enterprises can undertake property management projects for residential quarters, villas, high-rise buildings and industrial workshops with a construction area of less than 200,000 square meters;
Three-level property management enterprises can undertake property management projects such as non-high-rise residential quarters and residential groups below 50,000 square meters; Article 9 Before the implementation of these Provisions, the qualification certificates of property management enterprises that have been approved and issued by the cities under the jurisdiction of the province shall be cleaned up according to these Provisions, and the "Qualification Certificate of Urban Property Management Enterprises in Jiangsu Province" uniformly printed by the provincial construction administrative department shall be renewed. Unified registration number of all provinces and cities, reported to the provincial authorities for the record. Article 10 To apply for the qualification certificate of a property management enterprise, the following documents and materials shall be submitted:
1, business license of enterprise as a legal person (copy);
2. Articles of Association (including shareholders' agreement);
3, property management enterprise qualification declaration form;
4. Proof of the scale and type of the entrusted property (property management entrustment contract);
5. Verification documents of registered capital;
6. Proof of business premises of the enterprise;
7. Effective professional title certificate of intermediate or above professional title management personnel. Qualification certificate of on-the-job training for employees of property management enterprises issued by the Ministry of Construction;
8. The approval document for the establishment of the enterprise, the internal organization document of the enterprise, the post-holding document of the legal representative of the enterprise, and a copy of the identity certificate;
9, the enterprise internal department responsibilities, enterprise management rules and regulations and service management performance data;
10, the enterprise custody property obtained excellent certification materials at or above the municipal level. Eleventh did not apply for the qualification certificate of property management enterprises engaged in property management business services, the property management administrative department shall order the deadline for qualification examination procedures; If no correction is made within the time limit, the administrative department of property management shall give a warning and impose a fine of 30 thousand yuan. Twelfth provincial and municipal property management administrative departments shall, in accordance with the examination and approval authority, implement the annual inspection system for the qualifications of property management enterprises.
The municipal property management administrative department shall report the annual inspection of enterprises to the provincial construction administrative department every year. Thirteenth property management companies to apply for annual qualification inspection, shall provide the following information to the administrative department of property management.
1, qualification certificate;
2. A copy of the business license;
3, annual work summary, statistical annual report, changes, violations, etc. ;
4. Owners committee of property management enterprises;
5. The employee's employment certificate;
