A contract is generally a legal act of both parties, and it can only be established if both parties reach an agreement through consultation. No matter how the agreement is concluded, it must go through two stages: offer and acceptance.

You can't apply for water and electricity cut-off, but you can sue to terminate the house lease contract, return the house, and demand to pay the expenses during the occupation of the house.

1. The subject of individual rental disputes is individuals. Personal rental disputes are generally settled through consultation. If the negotiation fails to reach mutual agreement, a third party or relevant legal institution can intervene to solve it. If the electricity user fails to pay the electricity fee and liquidated damages within a reasonable period after being urged, the power supplier may suspend power supply in accordance with the procedures prescribed by the state. If the power supplier stops power supply in accordance with the provisions of the preceding paragraph, it shall notify the power user in advance.
