The construction unit in violation of the provisions of this Ordinance, one of the following acts, shall be punished by the real estate administrative department of the local people's government at or above the county level:

(a) failing to allocate or dispose of the property service rooms and the rooms for the discussion activities of the owners' committee in accordance with the provisions of Article 12 of these regulations, it shall be ordered to make corrections within a time limit, confiscate the illegal income, and impose a fine of 6,543,800 yuan to 500,000 yuan.

(two) in violation of the provisions of article twenty-third, not according to the provisions of article twenty-first of this Ordinance to apply for the establishment of the owners' meeting or refused to bear the expenses of the preparatory group and the first owners' meeting, shall be ordered to make corrections within a time limit; If no correction is made within the time limit, a fine ranging from 50,000 yuan to 6.5438+0.5 million yuan shall be imposed;

(III) Whoever, in violation of the provisions of Article 36 of these regulations, fails to employ a realty service enterprise through bidding or employs a realty service enterprise through agreement without approval, shall be ordered to make corrections within a time limit, and those who fail to make corrections within the time limit shall be given a warning and fined between 20,000 yuan and 6,543,800 yuan; Property service enterprises in violation of the provisions of this Ordinance, one of the following acts, shall be punished by the real estate administrative departments of the local people's governments at or above the county level:

(a) in violation of the provisions of Article 44 of this Ordinance, engaged in property service activities that are inconsistent with their qualification grade or transferring the qualification certificate of a property service enterprise in a disguised form in the form of transfer, lease, loan or affiliation, it shall be ordered to make corrections within a time limit, and if it fails to make corrections within the time limit, it shall be fined not more than 50,000 yuan;

(two) in violation of the provisions of article forty-ninth of this Ordinance did not submit the credit file information, statistical reports and other related information, shall be ordered to make corrections within a time limit; If no correction is made within the time limit, a fine of 50000 yuan or more and 65438 yuan or less shall be imposed;

(three) in violation of the provisions of article fifty-third of this Ordinance, leaving the property management area without authorization, stopping the property service, and failing to fulfill the corresponding notification and handover obligations, it shall be ordered to make corrections within a time limit; Overdue correction, a fine of 50 thousand yuan;

(four) failing to withdraw from the property management area according to the provisions of article fifty-fourth of this Ordinance, it shall be ordered to withdraw within a time limit; Those who refuse to quit within the time limit shall be fined between 50,000 yuan and 6,543,800 yuan and 5,000 yuan. Water supply, power supply, gas supply and other professional business units, in violation of the provisions of Article 15 and Article 16 of this Ordinance, refuse or delay the organization of installation and construction, or refuse to accept professional business facilities and equipment within the residential property management area, the real estate administrative department of the local people's government at or above the county level shall order it to make corrections within a time limit. If it affects the delivery of the house, the normal life of the owner or causes personal or property damage, the professional business unit shall bear the corresponding liability for compensation.

If a professional business unit fails to perform the obligations of maintenance, conservation, renewal and other related expenses in accordance with the provisions of Article 72 of these regulations, the real estate administrative department of the local people's government at or above the county level shall order it to make corrections within a time limit. If no correction is made within the time limit, a fine of 654.38 million yuan and 300,000 yuan shall be imposed. These Regulations shall come into force on July 1 day, 2065.
