The first is to build a clean and honest party style and a system of punishment and prevention.

(4) Strictly control key links and carry out anti-corruption work in a down-to-earth manner. Fully aware of the importance and urgency of anti-corruption work, a telephone number and mailbox for reporting complaints have been set up. Establish a cooperative mechanism for investigating and handling commercial bribery cases, strengthen coordination and communication with discipline inspection and supervision, anti-corruption, auditing and other departments, establish mechanisms such as briefing, clue transfer, case investigation and information sharing, and form a joint force to control commercial bribery cases. Planning approval, project bidding, project subcontracting, project quality and safety management, real estate development and transaction, administrative approval, project budget and final accounts, property rights registration and intermediary services will be the focus of the special anti-corruption work in the construction industry. Synchronous supervision shall be carried out on the frequent links of duty crimes such as bidding, material procurement, construction and project acceptance of construction projects in our county. Strictly implement bidding for all newly started projects, and invite the county anti-corruption, development and reform, finance and other departments to supervise the whole process, enhance the transparency of bidding, and promote fair competition and standardized transactions in the construction market. Guide and urge the construction unit and the construction unit to sign the "Construction Project Integrity Agreement" and "Several Provisions on Construction Project Integrity Management", and incorporate the performance of the integrity agreement into the project completion acceptance, which will be accepted together.

(5) Improve various systems and strengthen internal management. Strengthen the study and education of cadres and workers' professional ethics education, professional ethics construction and civil servant management rules and regulations, and strictly implement the system of employees' going out for leave and attendance system. (eight) vigorously rectify and standardize the construction market. First, constantly standardize project bidding. Projects above designated size, except confidential projects involving national security and other special projects, shall be subject to public bidding. The second is to strengthen the supervision of the whole process of construction projects. It is effectively prohibited for construction units to practise fraud, evade bidding, and for survey, design, construction and supervision units to sell their qualifications, "affiliate" or subcontract in disguise.
