The person in charge said that promoting the high-quality development of China's property management and building a new pattern of property management with party Committee leadership, government organizations, residents' participation and enterprise services mainly include six aspects: integrating into the grassroots social governance system, improving the governance structure of owners' committees, improving the level of property management services, promoting the expansion of community life services, standardizing the use and management of maintenance funds, and strengthening the supervision and management of property services.

How to effectively resolve contradictions and disputes in property management? The person in charge said that the owners' committees and property service enterprises will be promoted to set up party organizations, and a cooperative operation mechanism of community neighborhood committees, owners' committees and property service enterprises under the guidance of party building will be established, so as to strengthen the territorial management responsibility of streets for residential property management activities, implement the management responsibility of government functional departments, communities and franchise units for residential affairs, and explore the establishment of a mechanism for the government to purchase public services from property service enterprises.

It is a difficult problem for the owners' committee to play its role. How to promote the establishment and function of the owners' committee? The person in charge said that it is necessary to strengthen the checks on the candidates of the owners' Committee and encourage "two representatives and one member" to run for the owners' Committee. Expand the scope of the decision-making matters of the owners' committee, strengthen the supervision of the owners' committee, increase the publicity of the decision-making matters of the owners' committee, and establish the error correction and withdrawal mechanism of the owners' committee.

The person in charge said that all localities should focus on solving the problem of information disclosure of property service charges that the masses care about, give play to the leading role of community party organizations, organize and mobilize residents, street communities, owners' committees, property service enterprises, property industry associations and other entities to participate, increase the transparency of property service charges, standardize the market order of property services, and safeguard the legitimate rights and interests of the masses.

The person in charge said that it is necessary to urge property service enterprises to announce the charging items, charging standards, charging methods and complaint telephone numbers of paid services such as property services and parking in a prominent position of residential projects through publicity columns, charging lists and electronic scrolling screens.

At the same time, all localities should investigate the information publicity of residential property service charges, carry out special inspections, strengthen the supervision and management of property service enterprises, unblock the channels of complaints from the masses, investigate and deal with illegal acts such as failing to publicize the charging information, exceeding the contract fees or publicizing the charging standards, and publicly expose typical cases.

How to change the weak link of property service supervision and management? The person in charge said that a property service information publicity system and a property service enterprise credit management system will be established, the application of credit information in project bidding and government procurement will be strengthened, the market competition environment will be optimized, the property management bidding system will be improved, the market exit mechanism will be strengthened, and a red and black list system for property service enterprises will be established to promote the formation of a market environment in which the fittest will survive.
