The division of power supply business areas should consider factors such as power grid structure and power supply rationality. Only one power supply business organization is set up in a power supply business area.

The establishment and change of the power supply business area shall be applied by the power supply enterprise, and the power management department shall, according to its responsibilities and management authority, issue a power business license after examination and approval by the relevant departments at the same level. The specific measures for the establishment and change of the power supply business area shall be formulated by the administrative department of electric power of the State Council.
