Property fees do not include special maintenance funds.

Residential special maintenance funds refer to funds earmarked for the maintenance, renewal and transformation of residential parts and facilities after the expiration of the warranty period.

The charge of special maintenance funds is based on the Measures for the Administration of Residential Special Maintenance Funds (OrderNo. People's Republic of China (PRC) Ministry of Construction and Ministry of Finance 165). The charging standard is stipulated by the state and charged by the owner at the time of purchase. Unless the existing special maintenance funds are insufficient for maintenance work, they shall not be collected again.

The main body of collection and management of special maintenance funds is the competent department of construction (real estate) of the people's government.

Special maintenance funds belong to all owners. The use of maintenance funds must be approved by the owners' meeting, and the owners' committee shall authorize the property management agency to use it on behalf of all owners.

Property management fee is the cost of daily service, management and maintenance of property projects by property companies.

Property fees are charged according to the service cycle. Generally speaking, a service cycle is one month. The property service fee is a continuous charge. As the main charging body of property fees, property management institutions will provide property services according to the property service contract after collecting property fees. At the end of each year, the property management institution shall announce the income and expenditure of the property service fee in the previous year.
