Chapter I General Provisions Article 1 In order to standardize property management activities, safeguard the legitimate rights and interests of owners, property users, property service enterprises and other managers, and create a good living and working environment, these Regulations are formulated in accordance with the Property Law of People's Republic of China (PRC), the Regulations on Property Management and the Regulations on Property Management of Liaoning Province, combined with the actual situation of our city. ? Article 2 These Regulations shall apply to the property management activities within the administrative area of our city. ? Article 3 The term "property management" as mentioned in these Regulations refers to the preliminary property management implemented by the construction unit by selecting and hiring property service enterprises and signing written contracts; Owners maintain, conserve and manage houses, supporting facilities, equipment and related sites by hiring property service enterprises or other managers, in accordance with the provisions of the property service contract, or through self-management methods such as self-service property management and simple property management, so as to maintain the environmental sanitation and related order in the property management area. ? Article 4 The people's governments of cities and counties (districts) shall promote the socialization and specialization of property management and cultivate the property market. Property management implements a management system that combines owner autonomy with professional services, community management with government support, and follows the principles of openness, fairness, honesty and credit, market competition and management according to law. ? Fifth city real estate administrative department is the administrative department in charge of property management, responsible for the supervision and management of property management activities within the administrative area of this Municipality. The property administrative departments of the county and district people's governments shall be responsible for the supervision and management of property management activities within their respective jurisdictions. Planning and construction, price, industry and commerce, finance, public security, fire protection, civil affairs, comprehensive law enforcement, environmental protection and other relevant administrative departments shall, according to their respective responsibilities, do a good job in property management according to law. ? Article 6 Sub-district offices and township (town) people's governments shall be responsible for guiding the establishment of the owners' congress and the change of the owners' committee within their respective jurisdictions, assisting the real estate administrative departments in supervising and managing property management activities, and coordinating the relationship between property management and community construction. ?

Community residents' committees shall, in accordance with the provisions of these regulations, implement self-service property management and do a good job in community self-service property management. Chapter II Newly-built Property and Early-stage Property Management Article 7 Property management areas shall be divided by county and district property administrative departments in accordance with the following provisions:

(a) the new property is demarcated according to the red line demarcated by the planning permit for construction land; ?

(two) development and construction by stages or by more than two construction units, public service facilities and related venues for * * *, generally should be designated as a property management area; If public service facilities and related sites can be used separately, they can be divided into different property management areas; ?

(three) different adjacent property management areas that have implemented property management, which are small in scale, can be merged into one property management area with the consent of their respective owners' meetings. If it is really necessary to adjust the property management area after it is determined, it shall be re-divided by the county and district property administrative departments, but it shall be subject to the consent of the owners whose occupancy area of the relevant property management area reaches 50% and the number of households exceeds 50%. ? Article 8 Before handling the pre-sale permit of commercial housing or the current sale of commercial housing for the record, the construction unit shall apply to the county and district property administrative departments for the division of property management areas on the strength of the information such as the real estate project development and operation certificate, the construction land planning permit, the construction land use right certificate, the project planning and design scheme, and the approval documents of place names. ?

County, district property administrative departments shall, within 20 days from the date of accepting the application, split the registration after soliciting the opinions of neighborhood offices, township (town) people's governments, real estate development departments and other units, and inform the construction unit, and at the same time file with the municipal property administrative department, and the construction unit shall clearly define the property management area to the property buyer. ? Ninth public service facilities in the property management area shall be planned, designed and constructed in strict accordance with the relevant national and provincial standards and norms. Planning and construction administrative departments shall, when issuing planning permits, review the planning and design of public service facilities within the property management area to ensure that public service facilities meet the requirements of design standards. ? Tenth public service facilities in the property management area shall go through the formalities of ownership registration according to law, and shall not change their uses without authorization. ? Eleventh real estate administrative departments in the issuance of pre-sale permits for commercial housing, for the initial registration of ownership of housing and supporting buildings in the property management area, it should check and indicate the location of the property management space. ?

The development and construction units shall make signs of real estate management and publicize them. ? Twelfth property management houses provided by the development and construction units, housing area is not included in the pool * * construction area, property rights belong to all owners of * *. ?

The allocation of property management houses shall meet the following requirements:

(a) the construction area is not less than 3‰ of the total area of the construction project, and the minimum is not less than 80 square meters. The office space of the owners' committee shall not be less than15m2; ?

(two) the property management room should be higher than the ground and can be used independently, with basic functions such as water, electricity, heating, lighting and communication. ? Thirteenth new residential public service facilities shall meet the following conditions:

(a) domestic water into the public water supply pipe network, and install household meters; ?

(two) the rainwater and sewage into the urban rainwater and sewage drainage system; ?

(three) residential electricity into the city power supply network, and install household meters; ?

(four) in the area covered by urban pipeline gas and central heating backbone network, complete the laying of indoor and outdoor residential gas and heating pipelines and connect them with the corresponding pipe network, and install household gas meters and household heating control devices; ?

(five) telephone communication lines, cable TV lines and broadband data transmission information ports are laid to households, safety monitoring devices and other safety facilities and equipment, letter boxes, etc. Whether it is in place according to the planning and design requirements; ?

(six) in accordance with the planning requirements to complete the construction of public fire control facilities such as fire water supply and fire truck access; ?

(seven) there are direct roads between residential roads and urban roads or expressways; ?

(eight) in accordance with the planning requirements, complete the construction of public service facilities such as education, health, transportation, sanitation, commercial services, property services and government management; ?

(nine) in accordance with the planning requirements to complete the greening construction and garage, parking space configuration; ?

(ten) in the construction of residential areas by stages, effective isolation facilities should be set up in the surrounding areas and construction sites of completed residential areas;

(eleven) other conditions stipulated by laws and regulations. ?
