In fact, as far as the actual situation is concerned, when residents walk their dogs in big cities and communities, they will not only lead the dogs with leashes, but also put a cover on their mouths to prevent their dogs from running around and biting others.

So in most cases, residents who walk their dogs have done their duty. We have taken corresponding responsibilities and taken relevant protective measures, with a high safety factor. So I don't think there is any problem from whether these six buildings are safe or not and whether they will cause trouble to other residents. So this is the first reason why I don't think dog walking time should be limited.
