Owners do not pay property fees, property can escape this year's property fees?

You can't. If the owner doesn't pay the property fee, the property can't escape this year's property fee. According to Article 577 of the General Principles of the Civil Law of People's Republic of China (PRC), if one party fails to perform its contractual obligations or fails to perform the contractual obligations in conformity with the agreement, it shall be liable for breach of contract such as continuing to perform, taking remedial measures or compensating for losses.
