Specifically, this new policy mainly involves seven aspects.

Suspend the policy of one-time payment of property maintenance funds by commercial housing sales and development enterprises in the later stage, and the balance of property maintenance funds account can be deducted from the deposit amount to realize the online signing of commercial housing contracts for the record; When real estate development enterprises develop projects in Changchun, they will no longer undertake phased guarantee payment loan guarantee for borrowers.
In encouraging talents and farmers to buy houses, the executive meeting of the provincial government on August 19 mentioned that "scientifically regulate the real estate market, encourage farmers to buy houses in cities, and effectively meet the rigid and improved housing needs of the masses". In order to implement the spirit of the conference, encourage farmers to buy houses in cities and help solve the housing difficulties of new citizens and young people, Changchun will subsidize the purchase of houses according to the quota of 50 yuan/m2 for talents and 80 yuan/m2 for farmers.
At the same time, the Changchun municipal government invested 50 million yuan to distribute it to eligible buyers and farmers in the form of coupons. The housing subsidy and coupon policies are tentatively implemented until the end of this year and will be adjusted as appropriate. This policy does not include counties (cities) such as Shuangyang District, Jiutai District and Gongzhuling City. In addition, development enterprises are encouraged to give preferential treatment to talents who stay (come) and farmers to buy houses, but the transaction price should be no less than 85% of the record price of commercial housing.
In terms of allowing provident fund portfolio loans, we will carry out housing provident fund portfolio loans for commercial banks (pilot) and housing provident fund family portfolio loans in Changchun. Family members (including parents, children and spouses) who have paid the provident fund can jointly use the provident fund loan, but only two people can jointly repay the loan.
At present, the digestion cycle of non-residential buildings in Changchun is long. In order to revitalize the stock, under the premise that the nature and planned use of the land remain unchanged, it is in line with environmental protection, fire protection and structural safety, and commercial and commercial land projects that have not started and are under construction are allowed to set up the living function of office buildings.
In order to speed up the construction of public service facilities, the relevant departments of urban areas, development zones and municipalities directly under the Central Government will timely announce the commencement, completion and commissioning dates of public service facilities such as education and medical care around real estate development projects. At the same time, we will speed up the construction of public service facilities for projects that have not started and are under construction for sale, and follow up and check them in time to ensure that they are completed within the published time limit.
In terms of regulating the market order, in accordance with the requirements of the documents of the Ministry of Housing and Urban-Rural Development and other eight ministries and commissions, Changchun will formulate a plan to rectify the order of the real estate market in the near future, and carry out joint law enforcement inspections in four aspects: real estate development, house sale, house lease and property services. At the same time, strengthen the real estate market monitoring, correctly interpret the real estate market regulation policies and measures, stabilize market expectations, and guide reasonable housing consumption. Intensify the investigation and punishment of fabricating rumors to disrupt market order and spreading false information to mislead market expectations according to law.
It is worth mentioning that the notice pointed out that for the policy of reducing the down payment ratio and taxing the garage according to the residential category, Changchun will implement the non-residential taxation policy according to the current down payment ratio of 30% for the first suite and 40% for the second suite. Except for the temporary implementation of housing subsidies and consumer vouchers until the end of this year, other policies will be implemented until the end of June 2022. The specific policies shall be interpreted by the competent departments of various industries.
Changchun Real Estate Association said that this adjustment is mainly in accordance with the national real estate market regulation spirit, combined with the current situation of Changchun real estate market operation, starting from both supply and demand, constantly meeting the demand for rigid and improved basic housing, reducing the digestive cycle, stabilizing market expectations, and maintaining the smooth operation of Changchun real estate market.
