The expenses for installing elevators in old buildings are raised by the owners themselves, and the elevator operation and maintenance expenses shall be collected and managed by the owners' committee or the property service company for the daily maintenance, maintenance, cleaning and insurance of elevators. If the elevator operation and maintenance costs are not enough to pay for the daily operation costs of the elevator, the owners' committee or the property service company may levy additional elevator use fees from the owners to pay for the elevator operation and maintenance costs.
