Does the developer have the right to unilaterally designate a property management company?

Within two years after the residential area begins to move in, the development and construction unit shall manage it by itself or entrust a property management company to manage it; If an owners' committee is established during this period, the owners' committee shall sign an entrusted management contract with the development and construction unit, and exercise all the duties stipulated in these Regulations, but the entrusted management contract shall not be terminated; After staying for two years, the owners' committee shall select a property management company to manage the residential property in accordance with the provisions of this Ordinance, and the original development and construction unit may give priority to contract management under the same conditions. If the owners' committee has not been established after living in the residential area for two years, the development and construction unit shall continue to manage it by itself or entrust a property management company to manage it.
