Regulations of Hubei Province on Comprehensive Management of Social Security

Chapter I General Provisions Article 1 In order to strengthen the comprehensive management of social security, maintain social security and social stability, ensure the smooth progress of socialist modernization and reform and opening up, and promote the construction of a harmonious socialist society, these Regulations are formulated in accordance with the Decision of the NPC Standing Committee on Strengthening the Comprehensive Management of Social Security and relevant laws and regulations, and in light of the actual situation of this province. Second state organs, organizations, enterprises, institutions, other organizations and citizens within the administrative area of this province shall abide by these regulations. Article 3 Maintaining social order is the long-term task of the whole society. It is necessary to mobilize and organize all social forces to implement comprehensive management by means of law, politics, administration, economy, culture and education, so as to prevent and reduce illegal crimes and promote social harmony and stability.

The comprehensive management of social security adheres to the principles of combining fighting with prevention, giving priority to prevention, combining special groups and relying on the masses, and follows the principles of territorial management and whoever is in charge is responsible. Article 4 People's governments at all levels shall incorporate the comprehensive management of social security into the overall plan and annual plan of national economic and social development in their respective administrative areas, strengthen leadership and promote the implementation of various measures for the comprehensive management of social security.

People's courts, people's procuratorates and government departments at all levels shall, within the scope of their duties, carry out their duties, cooperate closely and coordinate with each other, and do a good job in the comprehensive management of social security.

Committees for comprehensive management of social security at all levels organize, guide, coordinate, inspect and supervise the comprehensive management of social security within their respective administrative areas. Fifth comprehensive management of social security to implement the target management responsibility system and leadership responsibility system, establish and improve the inspection, assessment and reward and punishment system.

All regions, organs, departments and units should sign the responsibility book for the comprehensive management of social security step by step, and organize the implementation, inspection, assessment, rewards and punishments according to the responsibility book.

The principal responsible persons or legal representatives of various regions, organs, organizations, enterprises, institutions and other organizations shall be fully responsible for the comprehensive management of social security in their respective regions and units. Chapter II Tasks and Duties Article 6 The main tasks of comprehensive management of social security are:

(a) to crack down on all kinds of illegal and criminal activities that endanger public security and severely punish criminals who seriously endanger public security;

(2) establish and improve the public security prevention and control system, implement civil air defense, physical defense and technical defense measures, strictly manage the system, strengthen public security prevention, and prevent illegal crimes;

(3) Establish and improve the working mechanism and system for the investigation and mediation of contradictions and disputes, timely investigate and mediate all kinds of contradictions and disputes, and eliminate unstable factors;

(four) to educate citizens, especially teenagers, in ideological and moral education, legal education and code of conduct, and to improve their moral quality and legal awareness;

(five) to manage and provide services to the floating population in accordance with the law, guide the orderly flow of the population and protect the legitimate rights and interests of the floating population;

(6) Educate, rescue and reform criminals, do a good job in helping and resettling those released from prison and released from reeducation through labor, and prevent and reduce recidivism;

(seven) to strengthen infrastructure, give full play to the role of villagers' committees, residents' committees and community organizations, property management services. And carry out peace-building activities;

(eight) to mobilize and organize citizens to participate in the comprehensive management of social security, establish a group of prevention and treatment teams, carry out group prevention and treatment activities, encourage citizens to consciously safeguard social security and fight against illegal and criminal acts;

(nine) other tasks stipulated by laws and regulations for the comprehensive management of social security. Seventh committees for comprehensive management of social security at all levels are responsible for:

(a) to implement the laws, regulations, policies and superior work arrangements for the comprehensive management of social security;

(two) to study and deploy the comprehensive management of social security in this area;

(three) to organize, guide, coordinate, inspect and urge all departments and units to implement comprehensive measures for the control of social security;

(four) to inspect and assess the implementation of the target management responsibility system for comprehensive management of social security in this area, and decide or suggest rewards and punishments in accordance with the provisions;

(five) to inform the society of the social security situation in this area in a timely manner, and accept the criticisms, suggestions and opinions of the people on the comprehensive management of social security;

(six) other matters for the comprehensive management of social security.

The township (town) and street committees for comprehensive management of social security shall, in addition to performing the duties mentioned in the preceding paragraph, establish and improve organizations for prevention and treatment by groups, and carry out public security prevention activities and joint defense activities between the military, the people and the police; Guide and help villagers' committees, residents' committees, community organizations and property management service agencies to do a good job in social security prevention. Eighth levels of social security comprehensive management committee office is responsible for the daily work. The office of the township (town) and street committee for comprehensive management of social security shall be equipped with full-time staff for comprehensive management of social security to handle daily work.

Organs, organizations, enterprises, institutions and other organizations shall set up institutions for comprehensive management of social security or equip full-time and part-time staff for comprehensive management of social security to be responsible for the daily work of comprehensive management of social security in their own units. Article 9 People's courts, people's procuratorates and public security, national security and judicial administrative departments are specialized organs for punishing illegal crimes and maintaining social order. Perform the duties stipulated by laws and regulations, strengthen self-construction, improve the level of law enforcement, and play a functional role in the comprehensive management of social security.

The people's courts and people's procuratorates shall strengthen the trial and procuratorial work, accept complaints and accusations in a timely manner, and put forward judicial suggestions and procuratorial suggestions for strengthening public security prevention in combination with handling cases.

Public security organs should crack down on illegal and criminal activities according to law, strengthen public security prevention and management of public places, special industries and temporary residents, inspect and guide the public security and mass prevention and treatment of grass-roots units and units, carry out special rectification of areas and industries with outstanding public security problems or chaotic public security, strengthen fire control and traffic management, and actively prevent and properly handle emergencies.

State security organs should strengthen the education of citizens to safeguard national security and crack down on illegal and criminal activities that endanger national security according to law.

The judicial administrative department shall do a good job in legal publicity and education, legal services and legal aid, guide grassroots people's mediation committees to mediate civil disputes, strengthen the management of prisoners and reeducation-through-labor personnel, and do a good job in post-release prisoners and community corrections.
