The Red Star journalist learned from the Chengdu Housing and Construction Bureau that the Chengdu Housing and Construction Bureau recently issued the Measures for the Management of Credit Information of Housing Leasing Enterprises in Chengdu (Trial) (hereinafter referred to as the Measures), in which the municipal housing and construction department intends to manage the credit information of housing leasing enterprises, including quantitative evaluation of their credit information and differentiated management according to the evaluation results.

What is credit reporting?

It consists of basic information, good credit information and bad credit information.

The so-called credit information of housing leasing enterprises refers to the information that can be used to analyze and evaluate their credit status when housing leasing enterprises carry out housing leasing business activities.

According to the Measures, credit information consists of basic information, good credit information and bad credit information.

Basic information refers to the registration information of housing leasing enterprises in industry and commerce, the basic information of main managers, the composition of shareholders and other information; Good credit information refers to the business scale, business performance, tax payment and other information of housing leasing enterprises; Bad credit information refers to the information that housing leasing enterprises carry out business activities in violation of relevant laws, regulations, rules and normative documents and the principles of fair competition, honesty and trustworthiness.

According to the "Measures", the collection method of credit information is the independent declaration of enterprises and the collection of housing construction administrative departments.

All these information constitute the credit information of enterprises: basic information such as enterprise industrial and commercial registration information; Business operation and tax payment information; Subject to administrative punishment, administrative enforcement and other administrative illegal information; Effective court judgments, rulings, mediation and enforcement information; Arbitration award and mediation information; Legally binding documents or materials verified by the relevant administrative departments; Other information.

The credit rating of housing leasing enterprises is divided into four grades and six grades.

A++, A+, A to D and D are dishonest enterprises.

The "Measures" propose that the municipal housing and construction department should evaluate credit information, and the evaluation results include credit files, credit scores, credit ratings and supervision status.

The credit evaluation of housing leasing enterprises adopts the method of quantitative scoring its basic information, good credit information and bad credit information.

Credit information is calculated by adding and subtracting cumulative integral, and the full score of credit evaluation is 100.

Credit information evaluation score = basic information score+good credit information score-bad credit information score; If the score is lower than 0, it counts as 0.

The municipal housing and construction department will issue evaluation criteria in a timely manner and formulate the "Evaluation Form of Credit Information of Housing Leasing Enterprises in Chengdu".

The evaluation period of credit information is clearly defined in the evaluation criteria. After the expiration of the evaluation period, it will be recorded in the credit file and will not be included in the credit evaluation.

The credit rating of housing leasing enterprises is divided into four grades and six grades, which are A++, A+, A, B, C and D respectively. Among them, a++ is an excellent credit enterprise; A+ level is an enterprise with good credit; A-level enterprises are enterprises with good credit; Grade B is a general credit enterprise; Grade C is an enterprise with poor credit; Class D is a dishonest enterprise. The municipal housing and construction department will issue rating standards in due course.

The supervision status of housing leasing enterprises can be divided into trustworthy incentives, normal supervision, key supervision, and dishonesty punishment. The supervision status of enterprises with credit ratings of B and above is normal supervision, and the supervision status of enterprises with credit ratings of C and D is key supervision. A++ and A+ are trustworthy incentives, and D-level enterprises are disciplinary targets for dishonesty.

According to the Measures, the credit information evaluation results of housing leasing enterprises are published through the unified credit information publicity platform in the housing construction field of the whole city and the Chengdu housing leasing transaction service platform for public inquiry.

Enterprises above Grade B can enjoy government subsidies and other benefits.

D-level enterprises will be punished for breaking their promises.

According to the Measures, enterprises that are included in the credit information management of housing leasing enterprises and have a credit rating of B or above can participate in the purchase of services by the Chengdu municipal government and enjoy preferential policies such as government subsidies.

For housing leasing enterprises with a credit rating of C, we will implement key regulatory measures such as interviewing the person in charge of the enterprise and the person directly responsible, restricting the right to sign online in batches, and increasing the frequency of law enforcement inspections.

For housing leasing enterprises with a credit rating of D, all businesses related to housing leasing, such as online registration of housing leasing, inclusion in the joint punishment list and joint punishment, will be suspended.

The "Measures" also clarify that the Chengdu Housing and Construction Department will establish a joint disciplinary list of housing leasing enterprises and share information with relevant municipal administrative departments, judicial organs and organizations with public affairs management functions.
