Article 8 The people's governments at or above the county level and their relevant departments shall make overall plans, make rational distribution, adopt preferential policies and measures, and support and attract powerful enterprises at home and abroad to carry out the production and research and development of solar energy series technical products in our province.

Article 10 The people's governments of provinces, cities, counties and autonomous counties shall arrange subsidy funds to support and guide the building application and industrial development of solar hot water systems.

(four) the completion acceptance report is issued for the construction project that does not meet the mandatory standards of solar water heating system.
Twenty-sixth design units not in accordance with the mandatory standards for solar water heating system design, or the use of technologies, processes, materials and equipment included in the list of prohibited use, by the city, county, autonomous county housing and urban and rural construction departments shall be ordered to make corrections; If no correction is made within the time limit, a fine of 6.5438+0 million yuan and 20,000 yuan shall be imposed.
Twenty-seventh construction units not in accordance with the review of qualified construction drawings and design documents for construction or installation and use of solar hot water system equipment that does not meet the requirements, the city, county, autonomous county housing and urban and rural construction departments shall be ordered to make corrections; If no correction is made within the time limit, a fine of not less than 20 thousand yuan but not more than 30 thousand yuan shall be imposed.
Twenty-eighth engineering supervision units failed to implement supervision in accordance with the application standards of solar hot water system construction, and the competent departments of housing and urban and rural construction of cities, counties and autonomous counties shall order them to make corrections within a time limit; If no correction is made within the time limit, a fine of 6.5438+0 million yuan and 20,000 yuan shall be imposed.
Article 29 If a real estate development enterprise, in violation of the provisions of these measures, fails to express the model, specifications, standards, usage, maintenance and later property management information of the commercial housing sold to the purchaser, or the information of the commercial housing sold is inconsistent with the actual situation, the competent department of housing and urban and rural construction of the city, county and autonomous county shall order it to make corrections within a time limit; If no correction is made within the time limit, a fine of 6.5438+0 million yuan and 20,000 yuan shall be imposed.
Article 30 Any functionary of a state organ who neglects his duty, abuses his power, engages in malpractices for selfish ends, commits corruption and accepts bribes in the supervision and management of the construction application of solar hot water system shall be given administrative sanctions by the appointment and removal organ or the supervisory organ according to law; If a crime is constituted, criminal responsibility shall be investigated by judicial organs according to law.
Thirty-first problems in the specific application of these Measures shall be interpreted by the Provincial Department of Housing and Urban-Rural Development.
Article 32 These Measures shall come into force on March 1 day, 2065.
