Article 1 In order to speed up the popularization and application of solar photothermal system and promote energy conservation and emission reduction, these Measures are formulated in accordance with relevant laws and regulations and combined with the actual situation in our province.

Article 2 The term "solar hot water system" as mentioned in these Measures refers to the device that converts solar energy into heat energy to heat water, including solar heat collection system and hot water supply system.

Article 3 The following newly built, rebuilt or expanded civil buildings in urban planning areas, tourist resorts, development zones, industrial parks and development zones, or existing civil buildings with installation and application conditions, shall be uniformly equipped with solar hot water systems:

(1) Residential buildings below 12 floor (including 12 floor);

(2) Public buildings such as dormitories, hospital wards, hotels, guest houses and public baths.

Civil buildings approved to use hot springs and geothermal energy within the scope specified in the preceding paragraph shall not use solar hot water systems.

Article 4 Encourage and support the installation and application of solar hot water systems in buildings and rural houses beyond the scope stipulated in Article 3.

Fifth, encourage other applications of solar energy, which are widely used in various construction fields.

Article 6 The people's governments at or above the county level shall strengthen the leadership over the building application of solar hot water system, establish a coordination mechanism, and promote the large-scale application of solar hot water system.

The competent departments of housing and urban and rural construction of provinces, cities, counties and autonomous counties shall be responsible for the supervision and management of the building application of solar hot water system within their respective administrative areas.

Development and reform, finance, industrial informatization, science and technology, land and environment, taxation and other relevant departments shall, in accordance with their respective responsibilities, do a good job in the management of solar hot water system construction application.

Article 7 The competent department of housing and urban and rural construction of the province shall compile a technical standard system for solar energy building applications suitable for Hainan's regional conditions, formulate measures for testing and certification, technical appraisal and market access of building application products (systems), and regularly publish a catalogue of technologies, processes, equipment, materials and products of solar water heating systems that meet relevant national standards.

Article 8 The people's governments at or above the county level and their relevant departments shall make overall plans, make rational distribution, adopt preferential policies and measures, and support and attract powerful enterprises at home and abroad to carry out the production and research and development of solar energy series technical products in our province.

Ninth solar hot water system heat collection and energy saving are included in the total building energy saving.

Article 10 The people's governments of provinces, cities, counties and autonomous counties shall arrange subsidy funds to support and guide the building application and industrial development of solar hot water systems.

According to different types of buildings, the financial subsidy funds are 30% ~ 50% of the incremental investment of solar hot water system. The specific management measures for the use of subsidy funds shall be formulated separately by the Provincial Department of Finance in conjunction with the Provincial Department of Housing and Urban-Rural Development.

Eleventh new construction, renovation and expansion of civil construction projects, in accordance with the requirements of the national and provincial standards for the installation and use of solar hot water systems, according to the application area of solar collectors, increase the project construction area index, and the increased construction area is not included in the floor area ratio. Enjoy the projects supported by increasing the construction area, and no longer enjoy financial subsidies. The specific management measures shall be formulated separately by the provincial housing and urban-rural construction department.

Twelfth solar hot water system construction and application into the civil engineering capital construction procedures, and civil engineering synchronous planning and design, synchronous construction, synchronous completion and acceptance, synchronous delivery.

Article 16 The construction unit shall not express or imply that the design unit or the construction unit violates the mandatory standards of solar hot water system for design and construction, and shall not express or imply that the construction unit uses a solar hot water system that does not meet the requirements of the construction drawing design documents.

According to the contract, the solar hot water system equipment purchased by the construction unit shall meet the requirements of the construction drawing design documents.

Seventeenth construction units shall carry out construction in accordance with the construction drawings and design documents that have passed the examination, and inspect the solar hot water system entering the construction site; Do not meet the requirements of the construction drawing design documents, shall not be installed and used.

Eighteenth engineering supervision units shall implement supervision in accordance with the relevant standards of the state and our province.

If the engineering supervision unit finds that the construction unit fails to construct according to the mandatory standard of solar hot water system, it shall require the construction unit to correct it; If the construction unit refuses to make corrections, the project supervision unit shall report to the construction unit and report to the relevant competent department.

The supervision engineer shall supervise the construction of solar hot water system in the form of standing by, patrolling and parallel inspection according to the requirements of engineering supervision specifications.

Nineteenth construction units in the organization of project completion and acceptance, should be included in the special energy-saving acceptance procedures of solar hot water system; If the quality is not up to standard, a report on the completion acceptance shall not be issued, and the competent department of housing and urban and rural construction shall not handle the completion acceptance filing procedures.

Twentieth real estate development enterprises should specify the model, specifications, standards, usage, maintenance and later property management of solar hot water system in the commercial housing sales contract, residential quality guarantee and residential user manual.

Twenty-first incremental costs of solar hot water systems are included in the scope of construction costs.

Twenty-second city, county, autonomous county people's government and its relevant departments shall, according to the existing building situation and the level of economic development in the region, formulate the application and transformation plan of the existing building solar hot water system.

The renovation plan should include the quarterly and annual renovation total construction area, renovation project quantity and monomer area, building type, application area of heat collector, total hot water tonnage and unit project hot water tonnage, renovation cost, renovation start and end time, selected technical scheme and other basic contents.

Twenty-third solar hot water system construction application management to implement quarterly and annual reporting system. The housing and urban-rural construction departments of cities, counties and autonomous counties shall submit the application of solar hot water systems in new and existing civil buildings within their respective administrative areas to the provincial housing and urban-rural construction departments every quarter, and the provincial housing and urban-rural construction departments shall report them to the provincial government after summary analysis.

Article 24 Where a solar hot water system is added to an existing civil building, the construction unit or the property management enterprise shall entrust the original engineering design unit or a qualified design unit to design the installation scheme of the solar hot water system, and report it to the construction drawing review institution for construction drawing review; The system design scheme that has not passed the examination shall not be used and implemented.

Twenty-fifth construction units in violation of the provisions of these measures, one of the following circumstances, the city, county, autonomous county housing and urban and rural construction departments shall be ordered to make corrections; Overdue correction, a fine of 20 thousand yuan and 30 thousand yuan:

(a) express or implied design units, construction units are not in accordance with the mandatory standards for solar hot water system design and construction;

(two) express or implied that the construction unit uses solar hot water system that does not meet the quality requirements;

(three) to provide the construction unit with solar hot water system equipment that does not meet the requirements;

(four) the completion acceptance report is issued for the construction project that does not meet the mandatory standards of solar water heating system.

Twenty-sixth design units not in accordance with the mandatory standards for solar water heating system design, or the use of technologies, processes, materials and equipment included in the list of prohibited use, by the city, county, autonomous county housing and urban and rural construction departments shall be ordered to make corrections; If no correction is made within the time limit, a fine of 6.5438+0 million yuan and 20,000 yuan shall be imposed.

Twenty-seventh construction units not in accordance with the review of qualified construction drawings and design documents for construction or installation and use of solar hot water system equipment that does not meet the requirements, the city, county, autonomous county housing and urban and rural construction departments shall be ordered to make corrections; If no correction is made within the time limit, a fine of not less than 20 thousand yuan but not more than 30 thousand yuan shall be imposed.

Twenty-eighth engineering supervision units failed to implement supervision in accordance with the application standards of solar hot water system construction, and the competent departments of housing and urban and rural construction of cities, counties and autonomous counties shall order them to make corrections within a time limit; If no correction is made within the time limit, a fine of 6.5438+0 million yuan and 20,000 yuan shall be imposed.

Article 29 If a real estate development enterprise, in violation of the provisions of these measures, fails to express the model, specifications, standards, usage, maintenance and later property management information of the commercial housing sold to the purchaser, or the information of the commercial housing sold is inconsistent with the actual situation, the competent department of housing and urban and rural construction of the city, county and autonomous county shall order it to make corrections within a time limit; If no correction is made within the time limit, a fine of 6.5438+0 million yuan and 20,000 yuan shall be imposed.

Article 30 Any functionary of a state organ who neglects his duty, abuses his power, engages in malpractices for selfish ends, commits corruption and accepts bribes in the supervision and management of the construction application of solar hot water system shall be given administrative sanctions by the appointment and removal organ or the supervisory organ according to law; If a crime is constituted, criminal responsibility shall be investigated by judicial organs according to law.

Thirty-first problems in the specific application of these Measures shall be interpreted by the Provincial Department of Housing and Urban-Rural Development.

Article 32 These Measures shall come into force on March 1 day, 2065.
