First, the establishment of the owners' committee general preparatory group
(a) the conditions and number of members of the preparatory group
The preparatory group for the general election of the owners' committee consists of seven to fifteen members from the original owners' committee, owners' representatives and neighborhood (village) committees, and the number of members of the preparatory group shall be odd. The representative of the neighborhood (village) committee serves as the leader of the preparatory group, organizing and coordinating the preparations for the owners' meeting.
(2) Procedures for the establishment of the preparatory group

During the publicity period of "Initiative on Establishing the Preparatory Group for Members of the Owners' Committee for General Election", the owners who recommended themselves to participate in the preparatory group filled in the "Recommendation Form for Members of the Preparatory Group for General Election Owners' Committee" and sent it to the neighborhood (village) committee or the owners specified in the initiative.
4. Generation of the Preparatory Group
"On the establishment of the preparatory group for the general election of members of the owners' committee" after the expiration of the publicity period, the neighborhood (village) committee received a self-recommendation form from no more than the specified number of owners' representatives, and these self-recommended owners became members of the preparatory group. 5. Establish a preparatory group
The preparatory group shall fill in the Record Form for the Preparatory Group for the General Election of Owners' Committee Members, together with the Proposal for the Establishment of the Preparatory Group for the General Election of Owners' Committee Members, the Self-recommendation Form for the Members of the Preparatory Group, the List of Members of the Preparatory Group and the Copy of Their Resumes, and send them to the neighborhood committees and neighborhood offices (town people's governments) where the property is located for the record. 6. Responsibilities of the Preparatory Group
(1) Drafting the work report of the current owners' committee;

(3) Confirm the identity of the owner and determine the number of voting rights of the owner at the owners' meeting;
(four) to determine the candidates for the new industry committee;

1. The preparatory group shall decide the voting matters of the owners' meeting. The following items (1) are required, while (2) ~ (10) are optional:
(1) Elect members of the owners' committee;
(2) Modify the rules of procedure of the owners' congress;
(3) amending the management statute;

(five) hiring property services companies or other managers;
(six) to raise and use special maintenance funds;
(seven) renovation and reconstruction of buildings and their ancillary facilities;

2. Confirm the number of owners and voting rights.

The preparatory group will publicize the compiled and verified candidate list and resumes in a prominent position in the property management area until the two documents are voted, and inform the owners of the form and time of convening the owners' meeting.
Four, issued a notice of the owners' meeting.
Seven days after the list of candidates and their resumes are published, the preparatory group shall fill in the Notice on Convening the General Election of Owners' Committee Members and the Owners' Meeting, and publish the contents of the Responsibilities of the Preparatory Group and the meeting time, place, topics and agenda in writing in a prominent position in the property management area 15 before the owners' meeting. If the owner disagrees with the contents of the announcement, the preparatory group shall put it on record and make a reply.
During the publicity period, the preparatory group shall promptly inform the real estate administrative department, street office (town people's government) and neighborhood (village) committees where the property is located, and print the "Votes for Members of the Owners' Committee in the General Election".
