Second-hand houses generally don't need to pay the prophase property fee, otherwise agreed in the contract, it shall be handled according to the contract. The transfer of houses does not mean the transfer of debts. The new owner has established a new contractual relationship with the property management company after buying a house, and only needs to pay the property management fee after moving in. According to Article 7 of the Property Management Regulations, the owners shall perform the following obligations in property management activities: (1) Pay special maintenance funds in accordance with relevant state regulations; (2) Pay the property service fee on time; (3) Other obligations stipulated by laws and regulations. Article 65 of the Property Management Regulations violates the property service contract, and the owners fail to pay the property service fee within the time limit, and the owners' committee shall urge them to pay it within a time limit; If it fails to pay within the time limit, the realty service enterprise may bring a lawsuit to the people's court.
