Convention on temporary management of owners
The temporary management convention of owners is formulated by the development enterprise before the house is sold, which mainly stipulates the use, maintenance and management of the property, the interests of the owners, the obligations that the owners should perform, and the responsibilities that they should bear if they violate the convention. The temporary owners' convention formulated by the development enterprise cannot infringe upon the legitimate rights and interests of the buyer.
There are three differences between the owners' convention and the owners' temporary management convention.
First, the signing time is different. Temporary convention is a document signed by the buyer when signing the house purchase contract. At the same time, it also agreed on the price, service content and quality of property management services, that is to say, through signing the convention and the sales contract when buying and selling houses, the relevant matters of property management after occupancy are clarified. After the owners' meeting, sign the owners' convention;
Second, developers are different. The owners' convention shall be formulated by the owners' congress, and the temporary convention shall be formulated by the developer.
Third, the application stage is different. After the owners' convention is applied to the owners' meeting, more than two-thirds of the people can pass it, and the temporary convention is applied before the owners' meeting. The contents of the two conventions are basically the same, which are the obligations of property use management, the owners' rights to the same interests and the responsibilities they will bear if they violate the conventions.

Chapter I General Principles
Article 1 The construction unit shall, in accordance with the Regulations on Property Management and relevant laws, regulations and policies, formulate this temporary convention before the sale of the property, and stipulate the use, maintenance and management of the property, the interests of the owner, the obligations that the owner should perform, and the responsibilities that the owner should bear in violation of the convention.
Article 2 The construction unit shall express and explain this temporary convention to the property buyer before the property is sold.
The written commitment of the property buyer to this temporary convention when signing the Property Sales Contract with the construction unit means the approval of the contents of this temporary convention.
Article 3 This Temporary Convention is binding on the construction unit, the owners and the users of the property.
Article 4 The stipulations concerning the interests of the owners in the preliminary realty service contract signed by the construction unit and the realty management enterprise shall be consistent with this Temporary Convention.

Chapter III Use of Property
Eighth owners have the right to possess, use, benefit, dispose and transfer the exclusive part of the property, but they shall not interfere with the normal use of the property by other owners.
Article 9 Owners shall abide by the provisions of laws and regulations, and properly handle the relationship with neighboring owners in terms of power supply, water supply, heat supply, gas supply, drainage, transportation, ventilation, lighting, decoration, environmental sanitation and environmental protection in accordance with the principle of being conducive to the use, safety, neatness, fairness and rationality of the property and not harming the interests of the public and others.
Tenth owners should use the property according to the design purpose. If it is necessary to change the design purpose of the property due to special circumstances, it shall be reported to the relevant administrative department for approval after obtaining the written consent of the adjacent owners, and inform the property management enterprise.
Eleventh owners need to decorate the house, it should inform the property management companies in advance, and sign a decoration management service agreement with them.
The owner shall engage in decoration according to the agreement of decoration management service agreement, observe the matters needing attention in decoration, and shall not engage in prohibited decoration.
Twelfth owners should place decoration materials and garbage in designated places, and shall not occupy the * * * parts of the property and public * * * places without authorization.

Thirteenth housing decoration affects the normal use of property, facilities and equipment, and infringes on the legitimate rights and interests of neighboring owners, the owners shall promptly restore the original state and bear the corresponding liability for compensation.
Fourteenth owners should use water, electricity, gas, heating and other facilities and equipment reasonably in accordance with relevant regulations, and shall not dismantle or change them without authorization.
Fifteenth owners should install air conditioners according to the positions reserved in the design. If the design position is not reserved, it shall be installed in the position designated by the property management company, and the noise and condensate water shall be treated as required.
Sixteenth owners and property users shall abide by the regulations on the use and management of elevators in the property management area.
Seventeenth driving and parking vehicles in the property management area, should abide by the rules of driving and parking vehicles in the property management area.
Eighteenth property management area to prohibit the following acts:
1, damage the bearing structure and main structure of the house, damage the appearance of the house, and change the design purpose of the house without authorization.
2. Occupy or damage the parts, facilities and related sites of the property, and move the facilities and equipment of the property without authorization;
3, illegal construction, private stalls;
4. Dumping or discarding garbage and sundries in non-designated places;
5. Stacking inflammable, explosive, toxic and radioactive substances in violation of regulations, discharging toxic and harmful substances and making excessive noise;
6. Hanging, posting, altering and depicting the property and related places without authorization;
7. Use the property to engage in activities that endanger public interests and infringe upon the legitimate rights and interests of others;
8. Other acts prohibited by laws and regulations.
Nineteenth owners and property users shall not violate the relevant provisions in raising animals in the property management area, and shall abide by the following agreements:
Chapter IV Property Maintenance
Twentieth owners of the exclusive part of the property maintenance behavior shall not interfere with the legitimate rights and interests of other owners.
Twenty-first due to property maintenance really need to enter the exclusive part of the property of the relevant owners, the owners or property management companies should inform the relevant owners in advance, and the relevant owners should give necessary cooperation.
