How to punish stealing water and electricity?

Legal analysis: The administrative department of electric power shall order it to stop the illegal act, recover the electricity fee, and impose a fine of less than five times the electricity fee payable. If the case constitutes a crime, criminal responsibility shall be investigated in accordance with the relevant provisions of the Criminal Law.

Legal basis: Article 71 of the Electricity Law of People's Republic of China (PRC), whoever steals electricity shall be ordered by the administrative department of electric power to stop the illegal act, recover the electricity fee, and be fined less than five times the electricity fee. If the case constitutes a crime, criminal responsibility shall be investigated in accordance with the provisions of Article 151 or 152 of the Criminal Law.
