Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on Animal Epidemic Prevention and other relevant laws and regulations, combined with the actual situation of this Municipality, in order to strengthen the management of dog raising, standardize the dog raising behavior, safeguard the health and personal safety of citizens, maintain social public order and city appearance and environmental sanitation, and promote the construction of civilized cities. Article 2 These Regulations shall apply to dog-raising behavior and related management activities within the administrative area of this Municipality.

Dog management is partitioned. The urban areas where the people's governments of cities and counties (cities, districts) are located and other areas designated and announced by the people's governments of cities and counties (cities, districts) are key management areas. The areas outside the key management areas are general management areas.

Military, police and other special dogs, dogs with special purposes such as guiding blindness, teaching, scientific research and performance, and the management of dog farms shall be implemented in accordance with relevant state regulations. Article 3 Dog management shall follow the principles of supervision by government departments, self-discipline of dog owners, participation of grass-roots organizations and public supervision. Article 4 The people's governments of cities and counties (cities, districts) shall strengthen their leadership over dog management, establish a coordination and guarantee mechanism for dog management, coordinate and solve major problems in dog management, and include the funds required for dog management in the fiscal budget at the same level.

The public security organ is the competent department of dog management, responsible for dog registration and annual inspection, and investigate and deal with illegal dog-raising activities according to law.

The agricultural and rural departments are responsible for dog immunization, quarantine, epidemic disposal, harmless treatment of dogs, and supervision of dog clinics.

The comprehensive administrative law enforcement department of urban management is responsible for investigating and dealing with dog-raising behaviors that occupy both sides of urban roads and public places without authorization to set up stalls to sell dogs and hinder city appearance and environmental sanitation.

The person in charge of the health department uses rabies vaccine injection, diagnosis and treatment of rabies patients, rabies epidemic monitoring, health publicity and education, etc.

Other relevant administrative departments shall, in accordance with their respective responsibilities, do a good job in dog management. Article 5 Township (town) people's governments and sub-district offices shall, in accordance with their duties, do a good job in dog management within their respective jurisdictions, and establish and implement a normalized and gridded system for statistics and submission of basic dog information.

Neighborhood (village) committees, owners' committees and realty service enterprises shall collect relevant information about raising dogs in their respective regions, assist relevant departments to do a good job in dog management, organize the formulation of civilized dog-raising regulations and supervise their implementation, and guide and urge dog owners to raise dogs according to law.

The realty service enterprise shall discourage the illegal dog-raising behavior within the realty management area, record the barking and dog wounding, and report to the public security organ in time; If the realty service enterprise is not entrusted to implement the realty management, the neighborhood (village) committee shall dissuade, record and report.

Encourage dog-raising associations, animal protection organizations and other social organizations to participate in dog-raising management activities according to law, and assist relevant departments to do a good job in dog-raising management. Sixth people's governments at all levels and relevant departments should strengthen the publicity and education of dog management, organize the production, release and broadcast of civilized dog public service advertisements according to law, and guide dog owners to form good dog habits.

Neighborhood (village) committees, owners' committees and property service enterprises shall carry out publicity and education on dog-raising knowledge through billboards, electronic screens and distribution of information.

Radio, television, newspapers, websites and other media should carry out publicity and education on keeping dogs according to law and preventing rabies through various forms. Article 7 Dog owners shall keep dogs in a civilized manner according to law, and shall not harm public interests or the legitimate rights and interests of others.

Any unit or individual has the right to dissuade, report and complain about illegal dog-raising behavior. The relevant departments shall publish the telephone number of reporting complaints, register and handle the information of reporting complaints in a timely manner, and keep the complainant confidential. Chapter II Dog Immunization and Registration Article 8 This Municipality implements a compulsory rabies immunization system for dogs. Dog owners should take dogs to rabies immunization spots for rabies vaccination three months after their birth or before the expiration of the immunization interval 15 days, implant electronic identification for dogs, and obtain proof of rabies immunization for dogs, and immunize once a year.

The agricultural and rural departments shall, in accordance with the principles of scientific layout and convenient inoculation, set up reasonable rabies immunization spots for dogs and announce them to the public.

If a foreign dog enters this city, the dog carrier shall hold an animal quarantine certificate; If there is no animal quarantine certificate, it shall go to the animal quarantine institution of agricultural and rural departments at the county level to declare quarantine. Ninth key management areas, the dog registration system. Dog owners shall, within 0/5 days from the date of obtaining the rabies immunization certificate of dogs, go to the place determined by the public security organ for dog registration and obtain a dog registration certificate and a dog license. Without registration, dog owners shall not keep dogs for more than four months in key management areas.

The public security organ shall announce the dog registration place to the public.

Where dogs outside the key management areas stay in the key management areas for more than one month, the dog-carrier shall go through the dog registration formalities in accordance with the provisions of these regulations. Article 10 An individual raising a dog shall have full capacity for civil conduct and have a single-family residence or habitual residence in this Municipality.

In key management areas, individual dogs are limited to one per household, and large dogs and strong dogs are not allowed.

The standards of large dogs and the catalogue of strong dogs shall be determined and adjusted by the municipal agricultural and rural departments in conjunction with the municipal public security organs according to the relevant provisions of the state and actual needs, and shall be announced to the public.
