Open stairwell refers to the stairwell which is composed of wall and other enclosure components in the building, does not have the function of closed smoke prevention, and is connected with other use spaces. It is mainly used for indoor stairs of low-rise and multi-storey houses, duplex houses, and various low-rise and multi-storey industrial and civil buildings without special requirements.

The stairwell of Xiaohe East New Garden belongs to the open stairwell. After the implementation of Taineng Natural Gas Co., Ltd., the gas riser in Xiaohe East Xinyuan Residential Area is located in the open stairwell, mainly considering the low occupancy rate of the residential area, in order to avoid the shortcomings of difficulty and high construction risk for new residents to re-apply for installation in the future.

On August 15, the District Urban Management Bureau organized Taineng Natural Gas Company and related design companies to dispatch the heating supporting problems in the community on the spot. Taineng Natural Gas is required to organize experts in the industry to conduct expert review of engineering design data as soon as possible to ensure that the design is legal and compliant, and to suspend gas matching in the community before ensuring the safety and reliability of gas facilities.
