On September 9, 2022, 89-year-old Mrs. Zhou in Jiaxing City, Zhejiang Province was trapped for nearly 2 hours due to elevator failure. During the trapped period, the alarm failed. When I got out of the elevator car, my hair was wet and my clothes and pants were wet. But the property management said that the monitoring center did not see anyone on the elevator.

According to the relevant provisions of the Law on Safety of Special Equipment, elevator users (property companies) are responsible for the safe operation of elevator equipment and assume the main responsibility for safety. Generally speaking, the property management company must ensure that the alarm system works normally, with full-time staff on duty 24 hours a day, and the road rescue telephone is unimpeded. When the property management receives a call for help, it needs the relevant person in charge of the institution to carry out rescue in time.

The Measures for the Implementation of the Fire Protection Law of People's Republic of China (PRC) in Guangdong Province was gradually implemented on July 1 2022, in which new regulations were made for property service providers to perform fire safety duties, fire risk assessment, fire linkage service system, intelligent fire protection construction planning, and right of way for fire-fighting vehicles.
