Is it a work-related injury to slip on the way to work in snowy days?

Slipping on the way to work in snowy days is not a work-related injury. According to article 14 of the third chapter of the industrial injury insurance regulations:

(six) on the way to work, I was injured by a traffic accident or an urban rail transit, passenger ferry or train accident for which I was not primarily responsible;
