Legal analysis: 1. The property charge list and price of the residential area must be approved by the price bureau, and the owner has the right to check whether the charge list and price are legal. If the property cannot be provided, the owner has the right to refuse to pay the property fee.

2. The property shall not be required to pay the property fee by means of water, electricity and gas.

Article 943 A property management company shall regularly disclose to the owners or report to the owners' committee the service items, the person in charge of the property, the quality requirements, the charging items, the charging standards, the performance, the use of maintenance funds, and part of the operation and income of the owners.

Article 944 Property service providers shall not collect property fees by stopping power supply, water supply, heat supply and gas supply.

Article 282 The income obtained by the construction unit, the realty service enterprise or other managers from the * * * part of the owner, after deducting reasonable expenses, shall be owned by the owner.

Article 284 The owner has the right to manage the building and its ancillary facilities on his own, or he may entrust the management to the realty service enterprise or other managers. The owner has the right to replace the realty service enterprise or other managers selected by the construction unit according to law.
